Duties
  • You will be responsible for cost, schedule and performance of C4ISR systems delivery on board U.S. Navy surface and subsurface units.
  • You will manage and delegate resources to execute complex projects; working with the Execution Lead, provide recommendations for improved resource management at the project level.
  • You will review project management plans, work plan, schedule, budget, contractor performance, quality assurance, communications, contracts, material management, and procurement.
  • You will develop briefs and communicate verbally and in writing with internal and external stakeholders up to the customer level, including ship's Commanding Officers, senior military, civilian management, and fleet type commanders.

  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to successfully complete a pre-appointment physical examination.
  • Generally, current Federal employees applying to STRL jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.
QualificationsNO-05:Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying knowledge of IT, computer and network hardware, and integration; providing resolution to installation problems associated with Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) installations and upgrades; managing installation processes, procedures and resources; and providing leadership to engineers, technicians, and IT specialists in planning, distributing, coordinating, and monitoring work assignments of others. Serve as Subject Matter Expert (SME) developing and executing solutions to complex C4ISR installations.
NO-04:Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting with IT, computer and network hardware, and integration; providing resolution to installation problems associated with Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) installations and upgrades; managing installation processes, procedures and resources; and providing leadership to engineers, technicians, and IT specialists in planning, distributing, coordinating, and monitoring work assignments of others.
I Have One Year Of Information Technology Related Experience In The Federal Service Or Private Or Public Sector Demonstrating The Following Four Competencies, As Defined:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Knowledge of analyzing data and resolving technical issues to ensure effective and efficient systems management support,
service operations, and adherence to contract specifications.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: advising senior-level management on complex issues and recommending courses of action.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Ability to present information, ideas, and conclusions clearly and concisely both in writing and orally.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Ability to exercise critical thinking and independent judgment dealing with urgency factors, changing priorities, and
constraints in the successful execution of the project

3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

This position is covered by the Department of Defense Priority Placement Program.
The applicant must be able to work in an industrial environment.
The applicant must be able to climb shipboard ladders.
The applicant must be able to lift and carry up to 40 pounds.
The applicant must participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF
related continuous learning annually documented in a current individual development plan signed by both the employee and
supervisor.
This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories.
This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.
The applicant will be required to successfully complete a pre-appointment physical examination.
