Navy Exchange Service Command is Hiring a FACILITY PROJECT PLANNER II Near Virginia, VA

Job Summary: Licensed Engineer or Architect serving in the facility planning and programming branch of the facility dept. Provides corporate-level oversight and coordination planning Navy Exchange Lodge and NGIS facility projects, including economic analysis scope development conceptual floor and site plans, cost estimating project prioritization site approvals, etc. Interfaces with NEX's lodging base commands and design construction firms. Collaborates with the above clients' field managers and installation regional representatives to identify project requirements and develop project details for briefings.
Duties And Responsibilities
  • Supports facility assessments and inspections, captures deficiencies, and documents existing conditions for NEXCOM facilities.
  • Coordinates identification of NEXCOM facility deficiencies and recommends prioritization for inclusion within renovation projects.
  • Acts as primary interface with Regional/District Facility Managers, installation public works planning, asset management personnel, and Exchange and/or Lodging Operations Managers to develop planning, design, and/or renovation projects.
  • Prepares space planning documents, requests for project site approval, DD1391, and other applicable construction programming documentation.
  • Supports the development of project scopes of work for design and/or construction, as well as associated project cost estimates for Navy Exchange and NEXCOM Hospitality Group.
  • Develop initial project investment cost estimates and conduct economic analyses to estimate project ROI, IRR, and NPV.
  • Utilizes the facility department’s project management information and asset management systems.
  • Evaluate project-siting and repair versus new footprint project alternatives. Develops concept site and project floor plans to validate the viability of locations under consideration. Makes recommendations for operational efficiencies and cost-effectiveness of those alternatives.
  • Provides Technical support to external real estate specialists maintaining current and new real estate instruments
  • Prepares point papers, project scope of work documentation, reports, letters, and other correspondence as directed.
May perform other duties as assigned, including but not limited to:
  • Develops detailed project documents for Navy Exchange and NEXCOM Hospitality Group, including, but not limited to, the technical scope of work, including the development of concept floor and site plans (developed through interface with the end user, installation, and HQ operations personnel), and project total investment cost estimates that consider business financials.
  • Develops design and construction contract documents and manages projects through preliminary design concepts. Reviews architect/engineer (A/E) vendor submittals and proposals and provides support and recommendations as required.
  • Serves as project manager for design contracts when required.
  • Represent NEXCOM in real estate negotiations with the appropriate DOD real estate contracting officer.
  • Coordinates preparation of regional and/or district capital investment masterplans as assigned.
  • Prepares reports presenting alternatives evaluated and recommendations for senior management review. Prepares and presents executive-level briefings and oral presentations when required.
  • Act as a voting member on the A/E and/or construction contract evaluation board for technical and source selection.
Incumbent may progress non-competitively to a Facility Planner II position, NF-04/4D, upon the completion of qualification requirements and training within a 2-year timeframe; advancement is not permitted with less than 1 year in the current position, which includes Licensure as a Registered Architect or Professional Engineer obtainment.

Requires Experience As Indicated BelowDegree in architecture or engineering or related field that included 60 semester hours of course work in architecture/engineering or related disciplines of which at least (1) 30 semester hours were in architectural/engineering design, and (2) 6 semester hours were in each of the following: structural technology, civil design and methods of construction, and environmental control systems.
OR
A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture and (2) a good understanding, both theoretical and practical, of the architectural/engineering principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
AND SPECIALIZED EXPERIENCE: Four years of responsible experience that demonstrated a knowledge of all architectural/engineering aspects of construction/renovation projects, including coordinating and developing building design, specifications, and cost estimating or similar work that provided the knowledge and abilities to perform architectural or engineering work.

A valid architecture or engineering (civil engineering preferred) license.
