Overview: Under the general direction of the Senior Vice President (SVP), the Vice President - Chief Infrastructure Officer will manage and direct the Authority’s engineering and construction program. This leadership role involves overseeing major capital projects and ensuring successful and timely project delivery through effective management of staff, consultants, and contractors.
Key Responsibilities:
- Lead project management teams in adopting innovative methods and processes to enhance project delivery and performance.
- Oversee project performance, ensuring that project goals and deliverables are met while maintaining comprehensive documentation.
- Ensure compliance with relevant standards, laws, regulations, policies, and procedures.
- Prepare and review performance reports and key performance indicators (KPIs) to track project progress and identify issues.
- Support negotiation and implementation of capital program contracts, including planning studies, design, and construction management.
- Develop and maintain relationships with key stakeholders and government entities to ensure successful project outcomes.
- Provide strategic management and policy support to the SVP and Executive Leadership Team.
- Oversee project design and construction activities, including mitigation, design, right-of-way acquisition, and construction management.
- Supervise and coordinate engineering and construction resources to ensure timely and successful project completion.
- Develop and manage short- and long-range capital improvement programs and assist with annual budgets.
- Coordinate activities with Program Managers and key staff to align capital needs with the Authority’s strategic plan.
- Ensure compliance with technical and regulatory standards, including state and federal transportation funding requirements.
- Develop and support presentations for executives and external stakeholders.
- Advise the SVP on significant issues and provide updates to the CEO as needed.
Minimum Qualifications:
- Bachelor’s degree in Civil Engineering or a related field from an accredited institution.
- Registered Professional Engineer in the U.S., with the ability to obtain PE certification in Florida within six months.
- Minimum of 10 years of relevant experience, including progressively responsible roles in managing staff, capital projects, and contract administration.
- Knowledge of regulatory requirements related to transit vehicle maintenance and construction, including FTA/DOT regulations and ADA requirements.
- Strong analytical skills and ability to use data for decision-making.
- Proven leadership skills with a collaborative, service-oriented approach.
- Experience in developing and executing strategic plans and managing budgets.
- Strong organizational skills with the ability to manage multiple projects and priorities simultaneously.
- Demonstrated ability to lead and motivate teams in a dynamic environment.
Preferred Qualifications:
- Advanced degree and prior senior management experience.
- Licensed Professional Engineer.
Knowledge, Skills, and Abilities:
- Demonstrate leadership qualities including engagement, communication, empathy, strategic thinking, and integrity.
- Extensive knowledge of construction processes, safety management systems, and public transportation best practices.
- Familiarity with federal and state transit regulations and reporting requirements.

- Proficiency with project management software and computer-based programs.

Pay: $200,000.00 - $230,000.00 per year
