Position Description

TITLE : Support Specialist, Child Victim Identification Program (CVIP)

FLSA : Non-exempt

DIVISION : Exploited Children Division

DEPARTMENT : Child Victim Identification Program (CVIP)

TRAVEL REQUIREMENT :

Ability to travel as needed (conferences, training, etc)

HOURS and SCHEDULE :

Monday Friday, 9 : 00am to 5 : 30pm (37.5 hours within five (5) days per week); unless otherwise required or approved by management.

Ability to work flexible schedule to include evening hours, as needed

SUPERVISION RECEIVED :

Position reports to the Supervisors of the Child Victim Identification Program

RESPONSIBILITY FOR PUBLIC CONTACT :

Position requires daily contact with law enforcement and at times reporting people (public) on sensitive issues requiring courtesy, discretion, and sound judgment.

GENERAL DESCRIPTION :

Position is responsible for providing overall support to CVIP which in turn will assist law enforcement and prosecutors with combating child sexual exploitation around the world.

The Support Specialist is the primary person responsible for logging cases into the Technical Assistance Database and soliciting and entering feedback on the completed analytical reports.

These cases may contain pornographic content or links to pornographic content online. This content may depict minors and / or adults.

Such assistance requires an employee that can handle exposure to sensitive content, demonstrate a high level of accuracy and thoroughness in their work product, and thrives in a fast-paced environment.

Critical skills include multi-tasking and time management. The Support Specialist is also responsible for various additional projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

  • Collaborate efforts with National Center for Missing & Exploited Children’s (NCMEC) Federal Liaisons and local law-enforcement agencies to ensure appropriate submission of requests before assignment to CVIP Staff Analysts
  • Responsible for logging of all new submissions, to include entering data into the Technical Assistance database and photocopying submitted paperwork and additional handling of law enforcement sensitive material
  • Responsible for triaging media related to new submissions, to include conducting deconfliction searches, use of forensic triaging hardware such as Rimage, and prepping files for comparison with the Child Recognition and Identification System (CRIS)
  • Provide access to Child Identification Reports when requested by ECD staff members, Internet Crimes Against Children (ICAC) Task Forces, and the NCMEC Federal Liaisons
  • Coordinate, produce, send, and receive Feedback requests for all law-enforcement agencies in receipt of Child Identification Reports
  • Register and maintain user accounts for the Law Enforcement Services Portal (LESP), an online hash comparison tool for law enforcement and prosecution
  • Register and maintain user accounts for the Child Victim Identification Lab, an online investigative tool for law enforcement and prosecution
  • Coordinate shipment of the CVIP Lab and NCMEC resources for conferences
  • Create and maintain user accounts for the CVIP listserv, which is used to provide CVIP news to law enforcement and prosecution
  • Assist CVIP with miscellaneous database entry, information collection (surveys, etc.), and other projects.
  • Assist in maintaining news information database and develop and identify possible trends, patterns, and issues that would be of assistance to law enforcement
  • Assist in the maintenance of a national and international law-enforcement contact management database for access and use as a resource by NCMEC ECD staff members and law enforcement
  • Coordinate with internal staff members to maintain current working lists of the active Internet Crimes Against Children (ICAC) Task Forces such as an investigators list
  • Perform routine administrative support duties such as faxing, filing, preparing correspondence, and typing, and creating electronic folders on network for supplemental CVIP information
  • Coordinate presentations and conferences for ECD staff members and provide tours and demonstrations for visitors, as needed
  • Respond to calls from local, state, and federal law enforcement providing information about submission inquiries, other NCMEC resources and services and those offered by other outside agencies
  • Ability to work evening and weekend shifts as needed and scheduled
  • Provide general support to ECD staff members and law enforcement, as needed
  • Conform with and abide by all instructions, policies, regulations, and work procedures
  • Other duties as assigned

EDUCATION AND EXPERIENCE :

  • Associate’s Degree in Criminal Justice, Computer Science, or related discipline
  • Minimum of 3 year’s professional experience preferred
  • Can be substituted by a bachelor’s degree and one year of relevant experience

KNOWLEDGE, SKILLS AND ABILITIES :

  • Ability to prioritize workload and meet deadlines
  • Skilled in the use of MS Office Suite or an equivalent office suite product including the knowledge of database and spreadsheet applications
  • Ability to travel as needed (conferences, training, etc)
  • Adaptability, flexibility and ability to work as part of a team or in an individual capacity
  • Ability to handle and maintain the integrity and confidentiality of highly sensitive material and information
