Job Description

We are seeking a dynamic individual for a unique position that goes beyond traditional auditing and monitoring roles. As the Fiscal & Audit Senior Manager for Risk and Compliance Oversight, you will be responsible for coordinating various monitoring and review engagements across the multiple departments within our Agency. This role involves engaging with department Senior Leadership, understanding the agency funding source’s monitoring requirements and regulations, and effectively mediating between internal departmental staff and external consultants to ensure project success.

Key Responsibilities:

Fiscal and Compliance Oversight: Serves as an agency fiscal and audit resource to assist with the development of risk assessments. Monitors and evaluates overall compliance with rules, laws, policies, and other regulatory requirements. Leads the design and management of compliance and oversight systems within the Agency and makes recommendations for necessary adjustments and improvements.

Program Monitoring: Develops and implements program monitoring and fiscal compliance reviews. Work closely with subject matter experts to establish effective oversight systems.

Risk Mitigation: Advises staff on internal controls and risk reduction strategies. Collaborates with subject matter experts to develop monitoring plans for grants and contracts and meeting with stakeholders to align priorities and deadlines.

Procurement Guidance: Provides expertise in designing and advising on procurements to meet fiscal risk compliance mitigation needs. Coordinates projects and activities with external resources as necessary.

External Engagement: Interfaces with external auditors to facilitate efficient and effective reviews of the Agency's fiscal grant operations. Represents the Agency with external groups and agencies as required.

Presentations: Attends or makes presentations to external groups and stakeholders, conveying the Agency's commitment to fiscal responsibility and compliance.

Team Leadership: May supervises professional staff and manages fiscal compliance and oversight for the agency, focusing on risk management. Lead the design and management of compliance and oversight systems within the Agency.

Required Skills and Qualifications:

  • Excellent communication skills, both verbal and written.
  • Strong interpersonal skills to effectively communicate and collaborate with diverse teams.
  • Strong project management abilities with adaptability to changing project requirements and priorities.
  • Problem-solving attitude with the ability to navigate complex situations.
  • Proficient in resource review and allocation.
  • Familiarity with fiscal auditing and experience leading or participating in fiscal audit engagements.
  • Knowledge of government audit/review engagements is preferred.

Required Experience:

  • Bachelor’s degree with a concentration in Accounting. CPA Preferred.
  • Over seven years of work-related experience which could be gained through education, work and/or combination.

FLSA: Exempt

Starting Salary: $126,758 annually - depending on skills, experience and qualifications.

An employee becomes forty percent (40%) vested in NCTCOG's contributions after three full years of employment. An additional fifteen percent {15%) is vested for each additional year of employment. An employee becomes fully vested after seven years of employment.
