Job Description

The Transportation Department is now accepting statements of interest from staff for the following position. This position is only open to Transportation Department staff.

Senior Contracts and Risk Specialist – Legal Services

Seeking a Senior Contracts and Risk Specialist to provide contract, procurement, risk, and compliance support to transportation and air quality programs.

Responsibilities may include, but are not limited to, the following:

  • Facilitating the preparation of information necessary for committee and board actions
  • Coordinating with funding agencies, project managers, and other staff to process grant applications, agreements, and amendments
  • Facilitating the review of grant application terms and conditions and compiling necessary certifications and assurances for grant agreements for planning and implementation projects
  • Developing templates and project-specific agreements and work plans including coordination with project managers and other staff to negotiate budgets, scopes, and other necessary information for agreement development
  • Maintaining and updating information systems to record contract information
  • Coordinating the procurement of consultants and other services by preparing information for project managers and other staff
  • Implementing appropriate procurement actions consistent with Department procedures, investigating federal and State guidelines, Disadvantaged Business Enterprise participation requirements, and other compliance requirements
  • Facilitating risk assessments and developing instruments to conduct desk and on-site reviews, researching and reviewing revisions to federal/State/local regulations, and maintaining appropriate files
  • Developing reports that document compliance observations and findings from risk assessments and ongoing monitoring
  • Coordinating the preparation of documentation and other items to respond to audits and other program reviews conducted by funding partners
  • Coordinating the evaluation of program compliance with governing laws/regulations including the development, revision, and maintenance of tools and information systems and assistance in the oversight of project close-out items such as equipment disposition
  • Evaluating program compliance through the assessment of internal and third-party existing policies and procedures to improve compliance with federal and State regulations, identification of areas for streamlining and efficiency; identification of software/tools/resources to improve performance and track/monitor compliance, assistance in the development of compliance communication and determination of corrective actions
  • Developing and maintaining positive working relationships with internal and external partners
  • Supervising staff

This position requires at least three years of work experience and knowledge normally acquired through a Bachelor’s degree. Six years of additional work experience may replace the Bachelor's degree.
