Neighborhood Coalition Shelter is Hiring a Chief Operating Officer Near New York, NY

PNP Staffing Group is excited to have been retained by Neighborhood Coalition for Shelter to lead their search for a Chief Operating Officer.

Salary Range: $160,000 - $180,000

Location: 50 Broadway, New York, NY

Schedule: 4 days on-site; 1 day remote

About NCS:

Neighborhood Coalition for Shelter (NCS) helps New Yorkers who have a history of homelessness, often compounded by mental illness or substance use, to achieve their highest level of independence. We were established in 1982 by faith and community leaders on Manhattan’s Upper East Side who believed that homelessness is the responsibility of the entire community. More than 40 years later, we are still guided by the principle that neighbors should help neighbors.

Today, NCS offers an array of groundbreaking housing and supportive services, including counseling, substance use treatment, vocational and educational programs, and employment support, and we are poised for further growth.

Job Summary:

The Chief Operating Officer (COO) works closely with the CEO and other NCS leadership to develop and implement strategies that support the organization’s mission and goals. With a focus on operational efficiency and financial sustainability, the COO leads efforts to streamline processes, optimize resources, and drive organizational growth and success.

Responsibilities include oversight of all fiscal and administrative operations: Finance, Human Resources, Information Technology, and Property/Facilities.

The COO oversees the Finance team--a Senior Accountant/Grant Analyst and a Junior Accountant/Bookkeeper--as well as the Facilities Director, Human Resources Director and Information Technology Director.

Essential Duties and Responsibilities:

  • Monitor NCS’ financial performance and with the CEO, develop long-range financial plans that align with the organization's strategic priorities.
  • Provide day-to-day leadership and management to ensure resources are effectively coordinated to produce quality programs and efficiently manage all areas of the organization.
  • Prepare and monitor annual budget, financial statements, and other reports on an organization-wide and program specific basis.
  • Review agency finances with the CEO, the Finance and Audit Committees and the Board of Directors.
  • Advise management and the board on organization financial, administrative, and facility matters related to current programs and proposed opportunities.
  • Lead and manage financial and business aspects of NCS (and affiliates) including relationships with government agencies, foundations, lenders, developers, insurers, investment managers, retirement plan administrators, and other vendors.
  • Manage relationships with funding agencies and lenders and prepare financial reports and billing for city, state and federal contracts, and private funding sources; monitor compliance with all loans and grants; prepare budget modifications as needed.
  • Manage relationships with developers, architects, consultants, and lenders on potential construction projects and, with Facilities Director, manage contractors and other vendors.
  • Oversee and manage fiscal operations including general accounting, payroll, accounts payable, accounts receivable, purchasing, insurance, bank reconciliations, and supervision of Finance staff.
  • Oversee team in maintaining general ledger, general journal, including entries and reconciliations.
  • Manage all facets of NCS audits, including the relationship with the organization’s independent and government auditors, and preparation of work papers and audit submissions.
  • Work closely with the CEO in identifying and mitigating potential risks related to facility, programs, and operations.
  • Cultivate and maintain positive relationships with community partners, donors, and stakeholders.
  • Represent the organization externally, particularly in banking, financing, development and lease negotiations.
  • Provide oversight and direction to Finance, Human Resources, IT, and Facilities ensuring efficient and effective operations. Coach and mentor direct reports.
  • Travel to other NCS sites periodically or as needed.

Qualifications:

  • Bachelor’s degree in finance, accounting, Business Administration, or related field.
  • 10 years of professional experience in nonprofit finance and accounting, operations and management.
  • A strategic thinker who understands how operations and finances support the broader mission of the organization.
  • Extensive experience with government social service contracting, particularly NYC Department of Health and Mental Hygiene, Department of Social Services (HRA/DHS), Department of Housing Preservation and Development, NYS Office of Mental Health, HUD, Medicaid reimbursement, and housing finance.
  • Experience with supportive and affordable housing development and finance strongly preferred.
  • Must be proficient in computerized accounting systems, specifically Fund EZ.
  • Depth of experience in managing teams, supporting cross-functional collaboration, developing staff, and setting clear goals.
  • Well-organized, strategic thinker with excellent communication skills to work in close collaboration with CEO and senior staff to set organization direction and achieve goals.
  • Collaborative, and proactive; a team leader who can positively and productively impact both strategic and tactical finance and administration initiatives.
  • Ability to relate effectively to diverse groups of people from all social and economic segments of the community.
  • Ability to operate as an effective tactical as well as strategic thinker.
