NetImpact Strategies is Hiring a Program Manager Near Bethesda, MD

Job Description:

The Program Manager (PM) will oversee overall performance objectives, contract deliverables, quality control, and the placement of qualified personnel to enhance and maintain enterprise governance, risk management strategy and implementation, as well as portfolio, program, and project management services. Working in a collaborate environment, this role will ensure effective enterprise governance and risk management practices to empower executive leadership to select and prioritize programs in line with strategic objectives and capacity to deliver, as well as balance implementation of change initiatives and maintenance of business-as-usual, while optimizing return on investment.

Responsibilities

  • Provide direct support to senior leadership for complex projects and/or multiple projects while maintaining deadlines and milestones.
  • Coordinates and monitors the scheduling, pricing, and technical performance of company programs.
  • Facilitate business needs analysis and manage stakeholder, schedule, cost, quality, scope, risk, resource, and integration functions for program analysis and management services.
  • Develop and manage reporting processes and deliverables.
  • Responsibilities also include aiding in the negotiation of contracts and contractual changes and coordinating preparations of proposals, plans, specifications, and financial conditions of contracts.
  • Develops new concepts and the methodology to execute them.
  • Ensures adherence to master plans and schedules, develops solutions to program problems, and directs work of incumbents assigned to program from various departments.
  • Ensures projects are completed on time and within established budget.
  • Acts as advisor to program team regarding projects, tasks, and operations.
Qualifications:

Required

  • Ten (10) years of experience managing programs to enhance and/or implement portfolio, program, and project management frameworks and/or processes to optimize investments and achieve strategic goals.
  • Experience using Microsoft Office products (Outlook, Word, PowerPoint, Excel) and SmartSheet.
  • Degree requirements may be substituted based on having sufficient specialized experience and relevant certifications (Project Management Professional)
  • Experience leading teams of twenty (20) or more staff.
  • Prior experience working with Senior Leadership on complex projects that have short- and long-term milestone dates. Additionally, be able to prioritize projects and implement effective change management in a dynamic work environment.
  • Very strong communication skills both oral and written.
  • Skilled in research, benchmarking, monitoring, evaluation, and analysis.
  • Strong management analysis, problem solving, analytical, forward thinking, organizational, visualization, and interpersonal skills are essential.
  • Experience performing process development, improvement, and change management.
  • Experience with reporting and deliverable development.
  • Experience providing support, organization, meeting logistical support & coordination, and resource management.
  • Experience with incoming & outgoing transitions.
  • Experience in developing communications and presentations related to various subject matters.

Preferred

  • Federal Consulting Industry Experience Preferred
  • Knowledge and/or familiarity with federal administrative policies and procedures, National Institutes of Health (NIH) experience preferred.
  • A relevant Masters Degree (business or technology related field), ten (10) years general experience with at least five (5) years of specialized experience managing government contracts is preferred.
  • Preferred having strong skills in the following key areas including strategic thinking, negotiating, multi-tasking, time management, teamwork, planning, out of the box thinking, being able to assess a situation in a timely manner especially unplanned events or priority changes for decision making purposes and executing to a defined schedule.
  • Active/Current Program Management Certification (PgMP) or Project Management Professional (PMP) certification from the Project Management Institute is preferred, or equivalent experience.
  • Ten (10) years of experience in the role of a Program Manager within the previous fifteen (15) years in the following areas is preferred:
    • Enterprise Project Management Office
    • Program Analysis and Management
