Job Description:

The Project Manager will lead project management activities for Strategic Plan Implementation activities and enhancements in a collaborative environment to assess and manage portfolio, program, and/or project activities in alignment to Strategic Plan goals. These activities will include facilitating all business needs analysis and stakeholder management, schedule management, cost management, quality management, scope management, risk management, resource management, integration management, and change management functions. The ideal candidate will monitor priorities and remain proactive and agile to support evolving needs as appropriate.

Responsibilities

  • Direct and coordinate planning and execution of projects to achieve strategic goals and priorities.
  • Assist the government lead in facilitating meetings with senior leadership stakeholders.
  • Advise and support change management functions necessary to support outputs from strategic plan implementation.
  • Under none to limited supervision, responsible for all aspects of performance (i.e., technical, contractual, administrative, financial) of a specific project as part of a larger program effort.
  • Consults with the customer to ensure conformity to contractual obligations and service/work product quality expectations, establishes and maintains technical and financial reports to show progress of projects to management and customers, organizes and assigns responsibilities to subordinates, oversees the successful completion of all assigned tasks, and assumes the initiative and provides support to marketing personnel in identifying and acquiring potential business.
Qualifications:

Required

  • Under no supervision or very limited supervision, responsible for specific aspects of project performance (i.e., technical, contractual, administrative, financial).
  • Managing and supervising personnel involved in all aspects of project activity, organizes, and assigns responsibilities to subordinates and oversees the successful completion of all assigned tasks.
  • Experience using Microsoft Office products (Outlook, Word, PowerPoint, Excel) and SmartSheet.
  • Bachelors Degree (Business, Management, Public Health and/or related). Ten (10) years of applicable experience may be substituted for degree requirements.
  • Eight (8) or more years of hands-on, intermediate to expert level experience planning and executing projects to achieve strategic goals and priorities is preferred.
  • Familiarity with federal government strategic plans, policies, and processes.
  • Experience in helping clients understand and establish thresholds, priorities, and performance measures.
  • Intermediate to expert level of experience with Microsoft products: Outlook, Word, PowerPoint, and Excel.
  • Strong oral and written skills, including the ability to translate different information types to diverse audience types and develop executive level presentations, and experience interacting with and presenting to senior leaders/stakeholders within an organization.
  • Strong management analysis, problem solving, analytical, forward thinking, organizational, visualization, and interpersonal skills.
  • Strong skills in the following key areas: strategic thinking, multi-tasking, negotiation, conflict management, time management, planning and executing to a defined schedule/budget.
  • Skilled in research, benchmarking, monitoring, evaluation, and analysis.
  • Experience performing process development, improvement, and change management.
  • Experience with reporting and deliverable development.
  • Experience providing support, organization, meeting logistical support & coordination, and resource management.
  • Experience with incoming & outgoing transitions.
  • Experience in developing communications and presentations related to various subject matters.

Preferred

  • Federal Consulting Industry Experience Preferred
  • An active/current PMP certification is preferred (or equivalent experience).
  • At least eight (8) years of experience planning and executing complex projects to achieve strategic goals and priorities is preferred.
  • Knowledge and/or familiarity with federal administrative policies and procedures, National Institutes of Health (NIH) experience preferred.
