Job DescriptionThe mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations, and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.
The Life-Safety Systems Division is responsible for enhancing and preserving the continuity and support of PSAC (Public Safety Answering Center) E-911 Systems including the Citywide Public Safety Communications Radio Infrastructure. This includes managing and supporting the IT systems for the Communications Section (911) and law enforcement personnel in the field.
This is a management class of positions, with several assignment levels. Administrative Project Managers plan, coordinate and oversee the development and progress of a major capital project programs within the Departments Life-Safety System Division, as well as supporting aligned efforts concerning Public Safety Radio throughout the entire Electronics Sections.
The following are typical assignments within the Life-Safety Systems Division as it relates to the Department’s Public Safety Land Mobile Radio (LMR) life-cycle, and its convergence within the 4G LTE Broadband ecosystem. All personnel perform related work as it spans across the many technology platforms; this includes 9-1-1 Call Taker’s & Radio Dispatcher’s console environment, the PSAC Radio Infrastructure and any one of the over 300 plus remote base-station sites throughout the metropolitan area that serves NYC. Responsibilities will include the management of large scale deployment efforts and KPI tracking tail-tails for technology upgrades such as the fleet’s radio subscribers (36,000) and the supporting radio infrastructure.
Under administrative direction, with extremely wide latitude for the exercise of independent judgement when working in parallel with vendors and building owners, showing initiative and action in problem solving while on site remotely. The APM performs extremely difficult problem solving logistics with the delivery, placement and removal of new and legacy radio infrastructure; the APM is responsible for keeping the project on point and simplifying complex work in the planning, coordinating and overseeing the development and progress of a major capital project program including making determinations of costs, of time estimates and of sources of funding associated with construction projects. In an agency with a very large capital budget, the APM is responsible for development, negotiation, and administration of the overall projects progress and funded budget.
Collaborates with Operations Managers and technical staff engaged in managing the timely and cost-effective implementation of major capital projects with the Department’s Life-Safety Systems Division.
Directs the oversight of major Public Safety Projects and the allotted capital construction projects from initiation to completion; generates weekly executive reports and highlights possible project pitfalls with solution bases discussions.
Directs technical project management operations including project planning, budget, and scope development, vendor procurement, design and construction management, and project close-outs with the project’s vendor.

Minimum Qualifications
  • A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
  • A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
  • Education and/or experience equivalent to "1" or "2" above. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) An accredited Master's degree in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Landscape Architect. However, all candidates must have the two years of the administrative, managerial, executive, or supervisory experience as described in "1" above.
