Job DescriptionThe mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations, and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.
The Contract Administration Section oversees the processing of all procurements for the NYPD to meet the needs of the Department. The purchases overseen by the Contract Administration Section include the following types of contracts: (1) Construction related procurements, such as renovations and repairs of NYPD facilities, as well as contracts for scaffolding, and parking lot and sidewalk resurfacing, (2) plant management, including various contracts for maintaining various building systems and equipment, (3) a variety of contracts to meet the Department’s various Information Technology needs, including software, hardware, maintaining and enhancing various Department Systems, and special projects such as the implementation of a Gunshot Detection System and a Body Camera System; (4) Various Emergency Contracts to take care of Needs of the Department that come up on an Emergency basis, and (5) contracts for specialized goods and services such as helicopters, firearms, horses, and bullet proof vests. The Contract Administration Section is responsible for making sure that all procurements are processed in accordance with the City’s Procurement Rules and Procedures.
The New York City Police Department seeks an exceptional professional who is highly motivated and detail oriented, to serve as a MWBE Compliance Coordinator.
Duties Include
  • Monitors compliance of the MWBE Program in contracts, including change orders and analysis of renewals.
  • Prepares reports and analyzes data to evaluate vendor compliance of subcontractor payments entered in the Financial Management System (FMS).
  • Coordinates with Project Managers and other internal staff to determine vendor performance of project completion and anticipated work to identify contracts in possible non-compliance.
  • Analyze Agency MWBE spend across industries and make recommendations on procedures.
  • Collaborate with contract managers and end users to analyze scope of work and identify subcontracting opportunities to establish MWBE goals in contracts.
  • Provides technical assistance and works closely with Department of Small Business Services to gauge MWBE capacity in upcoming contracting opportunities to maximize MWBE utilization.
  • Assist with the approval process of subcontractors, such as conducting responsibility determinations.
  • Attend networking and outreach events.
  • Makes recommendations on vendor waiver requests and contract modifications.
  • Coordinates responses for Mayor's Office Turnaround Document requests and special projects as needed.

Minimum Qualifications
  • A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
  • An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
  • A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
  • A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
Special NotesTo be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
Preferred Skills
  • Ability to analyze data, and evaluate procurement processes - Strong working knowledge of Microsoft Excel, Access, PowerPoint, and Visio - Familiarity and experience utilizing PASSPort, Payee Information Portal, FMS and NYC Checkbook - Comfort working in a fast-paced environment, managing multiple projects simultaneously, and prioritizing assignments - Experience working with cross-functional teams and diverse groups of people - Strong interpersonal and written/verbal communication skills - Positive attitude, self-motivated, organized and detail oriented - Familiarity with government procurement processes and - Foreign language skills are a plus

Residency RequirementNew York City residency is generally required within 90 days of appointment.
