New York ISO is Hiring a Senior Reliability Engineer Near Rensselaer, NY

The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.
The NYISO's Operations department invites applications for a full-time Senior Reliability Engineer.
The Reliability Engineer (Senior) will exercise oversight responsibility for the NYISO's Reliability Compliance Program. This will include activities to ensure NYISO has sufficient accurate information to maintain compliance, supporting power system reliability with established and emerging reliability standards and business practices promulgated by NERC/NPCC/NYSRC/NAESB through a defined compliance framework. This individual will create and use engineering-based systems and GRC tools to collect data from NYISOs Reliability Compliance Program, investigate events to seek causes, monitor industry reliability standards and recommend internal procedures and policies to monitor function's effectiveness and compliance. The Reliability Engineer (Senior) will also provide analysis and technical expertise on reliability and business compliance, including risk assessment and controls documentation. The Reliability Engineer (Senior) will also represent department and participate in compliance specialization teams including commenting on reliability standards development and compliance reviews.
ESSENTIAL DUTIES and RESPONSIBILITIES
  • Develop engineering-based compliance reports on reliability factors. Establish data collection systems to support reports; collect and analyze data.
  • Produce post-event compliance investigation and analysis protocols and tools. Perform post-event analyses of data, seeking out additional information from other functions which is necessary to complete thorough investigation.
  • Create engineering reports and presentations for internal and external audiences on routine reliability compliance topics and in response to specific events.
  • Review and monitor industry reliability standards and business practices related to operations planning, CIP and compliance.
  • Propose, review and monitor NYISO policies and programs related to reliability compliance.
  • Advise and confer with engineers in review meetings to give compliance findings and recommendations. Provide compliance support to Operations, planning, and CIP staff. Provide compliance technical oversight of studies and analysis performed by Associate Reliability Compliance Engineers and Analysts.
  • Assist others to understand technical compliance information, participate in committees, projects and meetings.
  • Assist others to understand technical compliance information, participate in committees, project and meetings as the department's subject matter expert; and recommend procedure and policy changes to manager. May serve as an engineering or project manager, guide activities of and mentor less experienced engineers and assist in their professional and technical development.
  • Represent the NYISO to various industry organizations and committees that have reliability and business impact on the NYISO, including the ISO Coordinating Committee, NYSRC, NPCC, NAESB Subcommittees, and other industry committees as necessary.
  • Work with compliance responsible managers to organize and maintain reliability compliance evidence necessary for reporting and audit activities, and create plans for audit preparation and mitigation activities
  • Provide training/guidance to NYISO management and staff as needed
  • Recommend changes and modifications to programs, policies, and procedures to ensure compliance with all applicable reliability standards
  • Review, analyze and provide early notification of compliance issues to senior management and CCO.
Qualifications include:
  • Bachelor's degree (BS) in Electrical Engineering required; Master's degree (MS) strongly preferred; or equivalent combination of education and experience.
  • Seven years of related experience in transmission planning, operations engineering; power systems training.
  • Intermediate knowledge of Bulk Power Systems Operations and Planning concepts desired
ADDITIONAL REQUIREMENTS
  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, market participants and the general public.
  • Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from market participants, regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups and/or boards of directors.
  • Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis.
  • Ability to comprehend and apply principles of advanced calculus, modern algebra and advanced statistical theory. Ability to work with concepts such as limits, rings, quadratic and differential equations and proofs of theorems.
  • Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
  • Intermediate competency using GRC (Governance, risk management, and compliance) tools. Intermediate competency in Windows operating environment using MS Office applications, e-mail and internet programs.
PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand, walk, sit and use hands to perform routine office tasks. The employee is occasionally required to reach with hands and arms. The employee must occasionally lift and/or move up to 15 pounds. WORK ENVIRONMENT
The noise level in the work environment is usually moderate. Contact with staff and public will occur. Travel may be required to attend and/or conduct meetings, conferences and training. This position may require work on nights, weekends or holidays.
