Minimum QualificationsPermanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator (G-18); OR current NYS employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator (G-18), Health Program Administrator Trainee 1 (NS), or Health Program Administrator Trainee 2 (NS). Public candidates: Active list candidate on the New York State Department of Civil Service’s Professional Career Opportunities (PCO) eligible list #26-872 with a score of 100 or higher OR qualified 55-B/C candidate in possession of a Bachelor’s or higher degree.
Preferred Qualifications: Excellent analytical, communication, and organizational skills, with the ability to work on multiple assignments at one time. Experience working on confidential matters. Duties DescriptionThe Health Program Administrator will work within the Division of Family Health’s Bureau of Administration to support the Division’s centralized administrative activities which include 1) oversight of trackers for vouchers, contracts, budget modifications, contract amendments, and vendor oversight; 2) development and implementation of Department and Division policies and procedures for administrative processes (e.g., EDCC, travel, procurement); 3) direct supervision of Bureau of Administration staff; and 4) oversight and training of the Administrative Assistants across the Division’s five other Bureaus as well as the Division support staff. The Bureau of Administration is responsible for fiscal oversight of over 700 contracts. The incumbent will be responsible for the review of documents to ensure that all necessary issues have been addressed and comply with law, rules, or regulation and that the status is tracked and documented. The Division of Family Health is organized into six bureaus; each bureau as has one Administrative Assistant supporting 25-70 staff. The incumbent will act as liaison for administrative processes, ensuring that all policies and protocols are implemented by the Administrative Assistants and paraprofessionals according to the requirements of the Department.

Depending on candidate qualifications, the position may be filled at the Health Program Administrator Trainee 1 or 2 levels. Traineeships are non-statutory, resulting in Salary Grade 18 upon completion.
