New York State Department of Labor is Hiring an Auditor 1/ Trainee 1/2 - Rochester (NY HELPS) Near Rochester, NY

Minimum QualificationsThis title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.
NY HELPS Non-Competitive Minimum QualificationsTo be considered for appointment through NYS HELPS, you must meet the following minimum qualifications:
For Trainee 1Either 1. A bachelor's or higher degree in accounting, auditing, or taxation; OR
  • A bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses.
Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.
For Trainee 2 You Must HaveEither 1. A bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses. One year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR
  • A master's or higher degree in accounting, auditing, or taxation.
For Auditor 1 Full Performance LevelEither 1. A bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses. Two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR
  • A master's or higher degree in accounting, auditing, or taxation AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR
  • A currently valid Certified Public Accountant license and registration issued by New York State.
NOTE: Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.
  • NOTE: Courses such as business law, economics, statistics, and most finance courses although completed as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours. Transcripts will be required for appointment. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. 55 B/C QualificationsThis position is designated 55b/c and is subject to verification of applicant eligibility. Please provide a copy of your 55b/c letter when applying. You must meet the open competitive qualifications from the most recent examination announcement.
REASSIGNMENT QUALIFICATIONS (DOL EMPLOYEES ONLY): Current New York State Department of Labor employee with at least one year of permanent, contingent-permanent, or 55 b/c service as an Auditor 1/Auditor Trainee 1/2; if you have less than one year, you must be reachable on the current eligible list for this location, if one exists.
70.1 Transfer Qualifications70.1 Transfer Qualifications:
One Year Of Permanent Or Contingent-permanent As a Grade 12 Or Higher Determined To Be Similar By Civil Service. Candidates Must Also Possess
Either 1. A bachelor's or higher degree in accounting, auditing, or taxation; OR
  • A bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses.
Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.

70.4 TRANSFER QUALIFICATIONS: You may be eligible for Section 70.4 transfer if you have: (1) one year of permanent competitive service as a Grade 12 or higher; and (2) a bachelor’s degree**, including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation coursework; and (3) passed the Professional Career Opportunities (PCO) exam. NOTE: 70.4 candidates must NOT have failed the most recent PCO exam. Appointments are made at the Trainee 1 level.
  • Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency.

Preferred Qualifications: Ability to initiate and maintain relationships across a diverse set of stakeholders.
Standard Duties Duties Description As an Auditor 1 in the Division of Employment and Workforce Solutions, you would perform field reviews of State and federally-funded employment and training programs. Duties include, but are not limited to: review of contracts; budgets and monthly financial reports; preparing reports and related correspondence, and providing technical assistance. This is a field position and travel is expected.
Additional CommentsPosition specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
