Position is responsible for managing project procurement processes and project procurements team in adherence to company’s and internal stakeholders’ requirements. Ensure optimum efficiency to procure, expedite, and schedule deliveries of materials and equipment to multiple offshore drilling rigs. Ensure compliance to project budgets and provide analysis of deviations alongside with the project team. Lead peers and provide strategic guidance to the project’s management team. Understanding of stage gate process and project planning, evaluation of project work scopes and development of strategies to bring efficiencies to project procurement team. It is the responsibility of the Project Procurement Manager to ensure the effective and efficient support of all scoping requirements for CAPEX purchases. All activities are to be accomplished using company sanctioned tools and processes to ensure transparency, auditability, consistency, and repeatability of initiatives. DUTIES: Manage all project-based procurement functions including purchasing, expediting, and supplier quality. Work with Stakeholders in project team and operations to proactively identify opportunities Manages the sourcing of potential suppliers for defined scopes of work, and work with appropriate members of the project team to establish commitment to provide proposals for such work. Evaluate market intelligence and trends and benchmark against vendor base Coordinate requirement work scope changes with Stakeholders Issues Purchase Orders, Manage Purchase Order Changes and provide expediting support to ensure lead times are updated if required Support the development and execution of global initiatives in Supply Chain Monitor and provide updates to leadership regarding issues and areas of potential risk. Develop Project Procurement Plans in collaboration with the internal Project Management team. This plan will include details of bidding strategy/ timing of onboarding for all suppliers needed for the project. Additionally, it will include a detailed plan for contracting and purchase order management to support delivery of the project on the schedule required Lead review of performance for vendor base. Provide support for coaching, development, or termination of relationship as required. Adheres to the Project Procurement Procedures in accordance with the Project Team Manual, Global & Regional Procurement Policies, Guidelines, Site Finance and Legal procedures including Tax and Duties issues Provide leadership and mentoring to Project Procurement/CAPEX employees Understand Global Supply Chain department’s key controls to ensure the department is compliant with Sarbanes-Oxley. Meet with Project Team Members to collaborate on Project Execution, Contracting, Delivery approach as well as Contracting/Procurement needs QUALIFICATIONS: EDUCATION: Bachelor’s degree, master’s preferred or equivalent business experience. EXPERIENCE: Seven (7) to ten (10) years of Project Procurement / CAPEX Procurement SKILLS: Highly organized with the ability to resolve complex commercial issues. Advanced negotiation skills Strong team building and interpersonal skills. Strong analytical skills with the ability to find and analyze data. Excellent written and verbal communications skills. Knowledge of ERP and procurement systems. Knowledge and analysis of offshore drilling equipment benchmarking and market trend analysis. SPECIAL REQUIREMENTS: •A broad and medium knowledge and experience across supply chain related activities inclusive of procure-to-pay, logistics, warehouse management and supplier performance management. •You have a strong understanding of terms and conditions as well as an interest in developing your negotiation skills •Significant commercial experience and focus towards building and enhancing commercial models with our key suppliers •Have experience within and you understand the value of strong Supplier Relationship Management •You are confident navigating in complex and dynamic organizations •You have a strong self-drive dedication and pro-active approach •A competence of operating globally is preferred to leverage knowledge and have experience within different countries and jurisdiction •A competent ability to manage projects & managing multiple internal stakeholders and external suppliers •Rounded business mind set is required to ensure the continual engagement of other internal functions within the process i.e., engagement with tax, human resources, finances etc. •Excellent communication and interpersonal skills allowing you to build and maintain good working relationships with your stakeholders •You have an analytical mindset where you are familiar with and can regularly conduct sensitivity analysis •You adopt and implement a problem-solving mindset •You are strategic by nature and have a strong negotiation mindset •Management Experience •You thrive in a busy environment managing multiple activities and ongoing negotiations Noble Corporation is a leading offshore drilling contractor for the oil and gas industry.
