Responsibilities For over 25 years, Noblis has provided specialized engineering, acquisition, and program management services to the Federal Aviation Administration (FAA) , playing a key role in the acquisition and implementation of mission-critical systems and capabilities across the Air Traffic Organization (ATO) and the Office of NextGen (ANG). Description Noblis is seeking Acquisition Specialist s to support the Federal Aviation Administration (FAA) Air Traffic Services and Surveillance Services directorates within the Program Management Organization (PMO) . Employees will assist the development and management of various procurement and contract-related documents for the FAA.
Responsibilities
  • Assist in the development of Acquisition Plans and other procurement justifications and approval documentation.
  • Evaluate the preparation and implementation of an Acquisition Strategy with an on-going risk/opportunity management process using comprehensive knowledge of the AMS policies and processes.
  • Lead the program through the FAA’s JRC and the AMS processes, lifecycle, and milestones.
  • Develop Source Selection Plans, including the formulation of evaluation criteria.
  • Create and manage Contract Line Item structures.
  • Draft Statements of Work and task statements.
  • Prepare and process contract modifications.
  • Handle contract correspondence and ensure timely communication with all stakeholders.
  • Collaborate with project teams to ensure procurement activities align with project goals and regulatory requirements.
  • Provide guidance and support in all aspects of the acquisition process.
  • Proactively track and alert Government stakeholders to potential contractual, financial, performance, or programmatic issues .
  • Offer technical leadership, advice, and guidance on acquisition policy, processes, practices and procedures to other staff members .
Required Qualifications Knowledge of processes, methods, and techniques including:
  • FAA’s JRC and the AMS processes, lifecycle, and milestones .
  • D evelopment of Acquisition Strategies and Plans compliant with applicable laws and regulations .
  • Program performance analysis, strategic program planning and contract procurement planning and execution
Work experience that is not relevant to the labor category definition will not be considered in the "Years of Relevant Experience" calculation.
Level V:
  • 20 years’ experience with Bachelor’s degree in any field.
  • 5 years of relevant experience may be substituted for the Bachelor’s degree.
  • Master's degree or MBA in related field may be substituted for bachelor’s degree and 3 years’ experience.
  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
  • Compensation Ranges - D.C. and NJ: $99,000 - 173,000
Level IV
  • 15-19 years of experience with bachelor’s degree in any field. 5 years of relevant experience may be substituted for the Bachelor’s degree.
  • Master's degree or MBA in related field may be substituted for Bachelor’s degree and 3 years’ experience.
  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
  • Compensation Ranges - D.c. and NJ: $99,000 - 173,000
Level III
  • 10-14 years of experience with Bachelor’s degree in any field. 5 years of relevant experience may be substituted for the Bachelor’s degree.
  • Master's degree or MBA in related field may be substituted for Bachelor’s degree and 3 years’ experience.
  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
  • Compensation Ranges - D.c. and NJ: $74,500- 130,400
Level II:
  • 6-9 years of experience with bachelor’s degree in any field..

  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
  • Compensation Ranges - D.c. and NJ: $61,600 - 107000,800
Level I
  • 0-5 years of experience with bachelor’s degree in any field.
  • 5 years of relevant experience may be substituted for the bachelor’s degree.
  • Master's degree or MBA in related field may be substituted for bachelor’s degree and 3 years’ experience.
  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
  • Compensation Ranges - D.c. and NJ: $50,000-$89,000
  • Locations may vary depending on location of the project. Some primary on-site locations include: Washington D.C., Egg Harbor NJ, and Oklahoma City OK.
  • Possibility of some roles allowing for remote/hybrid employment.
  • All roles require U.S. citizenship or green card permanent resident who has resided in the U.S. for 3 years
  • This opportunity is contingent on contract award

The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees. Posted Salary Range USD $50,900.00 - USD $173,000.00 /Yr.
