The Advanced Research Projects Agency for Health (ARPA-H) is a research funding agency that supports transformative biomedical and health breakthroughs to provide health solutions for all.
ARPA-H advances high-potential, high-impact biomedical and health research that cannot be readily accomplished through traditional research or commercial activity. ARPA-H awardees are developing entirely new ways to tackle the hardest challenges in health. With a scope spanning the molecular to the societal, ARPA-H programs have the potential to radically improve everyone's health.

Biosciences and healthcare are in a historical renaissance of advancements to change the course of biomedical advancements and healthcare . Due to the mission of ARPA-H, and the alignment with our capabilities and history, Noblis is excited to partner with ARPA-H.
We are seeking a highly organized and proactive Administrative Officer to join our team. The ideal candidate will provide exceptional administrative support to assigned government senior leaders and will play a crucial role in ensuring the smooth and efficient operation of the Mission Office. This role requires a professional who can manage multiple priorities, coordinate complex schedules, and maintain strong relationships with both internal and external stakeholders.
Key Responsibilities:
  • Leadership Support:
    • Develop and maintain a strong, positive rapport with senior leadership, team members, and external partners.
    • Provide professional customer service expertise and administrative assistance to Mission Office Government leadership.
    • Leverage prior experience in supporting executive-level personnel to anticipate needs and proactively manage responsibilities.
    • Handle confidential and sensitive information with discretion and professionalism.
    • Liaise with internal and external stakeholders on behalf of executives.
  • Scheduling and Coordination:
    • Track priorities and deadlines while providing comprehensive scheduling and calendar support to senior Government personnel.
    • De-conflict between events, manage meeting invitations, and coordinate visit requests.
    • Schedule and organize meetings, taking notes and minutes when required.
    • Organize executive events and functions, oversee special projects and initiatives, and serve as a point of contact for executive inquiries and requests.
  • Documentation and Task Management:
    • Organize and manage reports, assisting in the tracking and organization of taskers, requests for information, deliverables, and action items.
    • Provide assistance in tracking contract deliverables and ensuring timely completion.
    • Coordinate the development and maintenance of Mission Office filing structures and distribution/mailing lists.
  • Operations and Logistics:
    • Process and track requests to the ARPA-H Information Technology Office (ITO) for equipment/services.
    • Coordinate ARPA-H badge and Personal Identity Verification (PIV) issuances and renewals.
    • Manage office moves and in/out processing of office staff, including Government and support personnel.
  • Technical Support:
    • Create, compile, and edit computer-generated documentation, including technical text and graphics.
    • Prepare and edit documents, presentations, and reports for executive review.
  • Hybrid position, 3 days on-site.
Required Qualifications
  • A ble to obtain a Public Trust Clearance
  • Bachelor's degree or higher with a t least ten (10) years relevant experience
  • S ubstantial relevant occupational experience (~15 or more years) may be considered in lieu of degree requirement

  • Demonstrated creativity, foresight, initiative, and sound judgment in anticipating and solving unprecedented problems.
  • Excellent communication, collaboration, and presentation skills.
  • Proven results-oriented problem-solving abilities.
  • Proficiency in Microsoft Office Suite and other relevant software.
  • Prior experience providing administrative support to senior and executive level personnel
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments .
  • Ability to establish effective relationships with the public, have customer service expertise , excellent oral/written communication skills, and excellent organizational & time-management skills.
  • Ability to exercise sound judgement, professionalism and excellent communication and interpersonal skills necessary for successful daily interactions in a dynamic, high-visibility environment
  • Ability to work independently or in a team setting as circumstances dictate
  • Ability to apply strong spelling and grammar skills while ensuring documents are properly formatted and presented
Desired Qualifications
Highly Desirable Attributes:
  • Experience supporting executive-level personnel and working in an R&D environment is highly preferred.
  • ARPA-H experience or o ther ARPA agency (DARPA, IARPA, ARPA-E, etc.) experience
  • National Institute of Health (NIH), Department of Health and Human Services (HHS), or Department of Defense (DoD) experience
  • Hybrid and telework options are likely but residence within Washington, DC metropolitan area is desired.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
