Noblis is Hiring a Remote Technical Project Manager (FAA)

Responsibilities

The FAA’s System Engineering and Technical Innovative Solutions (SETIS) portfolio will provide a broad range of Research, Service Analysis, Strategic Planning, Systems Engineering (SE), technical, financial, and programmatic support services that will enable the FAA to accomplish its National Airspace System (NAS), Mission Support and other aviation-related objectives. 

This exciting and diverse work includes technical, financial, and programmatic support services, and other aviation-related support services that fall within the FAA’s Acquisition Management System (AMS) Lifecycle Management Policy activities, including but not limited to:

  • Systems engineering and integration,
  • Investment and business case analysis,
  • System acquisition program planning and management, 
  • System development and implementation planning and management,
  • System Life Extension Program/Technical Refresh planning,
  • Program and contract management,
  • Forecasting and business/financial/information management 

In addition, the candidate will be involved in Aviation, Innovation, and New Entrants related activities that fall outside the AMS Lifecycle Management Policy. This includes, but is not limited to research, analysis, and assessment supporting the development of systems, standards, policies, published rules, and procedures. 

Responsibilities: 

We are seeking a Task Order Manager to join our SETIS portfolio. In this position, you can expect to perform day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations. Qualifications include: 

  • Serve as Project Manager for a Task Order or a group of Task Orders; 
  • Serve as primary client interface providing status reporting and project documentation; 
  • Provide program management, planning, and integration support to a portfolio of programs; 
  • Provide technical leadership; strategic and tactical planning; and oversight in the management and administration of the Task Orders.
  • Ensure technical performance of all Work Breakdown Structure (WBS) area products and services within cost and schedule for each Task Order; 
  • Manage and supervise the work efforts of subordinate personnel.

Required Qualifications

  • Experience managing and supervising the work efforts of subordinate personnel; 
  • Management experience in projects involving planning, integrating and implementation of complex systems and equipment, preferably aviation-related; 
  • Experience serving as task leader for all aspects of contract management including cost, schedule, risk, and performance; 
  • Experience delivering strategic leadership and guidance to a project team; 
  • Experience supporting program staffing and recruiting needs; 
  • Experience managing client relationships across the project, including stakeholders; 
  • Experience supporting business development activities; 
  • Able to apply Noblis standard processes for program and project management; 
  • Demonstrated FAA and/or Aviation and Aerospace experience; 
  • Demonstrated cross-functional team collaboration and program management skills in a rapidly changing, high intensity, mission-oriented work environment; 
  • Demonstrated leadership experience and ability to adapt, with willingness to readily take ownership of tasks and problems, which often extend beyond initial scope of responsibility; 

Educational and Experience Requirements:

Work experience that is not relevant to the labor category definition will not be considered in the "Years of Relevant Experience" calculation. 

Level 5 

  • 2-6 years of prior relevant experience and a minimum of a Bachelor's Degree in a specialty relevant to the task area being managed.
  • Master's Degree in a specialty relevant to the task area being managed can be substituted for 5 years of relevant management and supervisory experience.
  • Compensation $67,800 - $158,000

Level 4 

  • 6-10 years of prior relevant experience and a minimum of a Bachelor's Degree in a specialty relevant to the task area being managed.
  • Master's Degree in a specialty relevant to the task area being managed can be substituted for 5 years of relevant management and supervisory experience. 
  • Compensation $90,300 - $190,900

Level 3 

  • 10-15 years of prior relevant experience and a minimum of a Bachelor's Degree in a specialty relevant to the task area being managed.
  • Master's Degree in a specialty relevant to the task area being managed can be substituted for 5 years of relevant management and supervisory experience. 
  • Compensation $109,100 - $231,000

Level 2 

  • 15-20 years of prior relevant experience and a minimum of a Bachelor's Degree in a specialty relevant to the task area being managed.
  • Master's Degree in a specialty relevant to the task area being managed can be substituted for 5 years of relevant management and supervisory experience. 
  • Compensation $132,000 - $231,000

Level 1 

  • 20 years of prior relevant experience and a minimum of a Bachelor's Degree in a specialty relevant to the task area being managed.
  • Master's Degree in a specialty relevant to the task area being managed can be substituted for 5 years of relevant management and supervisory experience. 

Compensation $132,000 - $231,000

Desired Qualifications

  • Agile Certifications, PMI Certifications (PMP), or Lean Six Sigma Black Belt a plus. 
  • Proficiency in Microsoft Office Suite, including Excel, PowerPoint, and Word; 
  • Strong oral, written and interpersonal communications skills; 
  • Customer-service and goal oriented.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $67,800.00 - USD $118,700.00 /Yr.
