NORC is Hiring a Document specialist Near Bethesda, MD

JOB SUMMARY :

This position is responsible for fulfilling electronic document formatting and Section 508 remediation requests for the Desktop Publishing area.

The candidate must have a thorough understanding of Section 508 of the Rehabilitation Act of 1973 requiring Federal agencies to make their electronic and information technology accessible to people with disabilities.

The position requires experience remediating content to meet WCAG 2.2 and HHS standards for PDF, Word, PowerPoint, and Excel.

Understanding of how to create and design accessible data visualizations is also required. Experience with Commonlook PDF, JAWS and / or NVDA, video remediation, and eLearning programs such as Articulate and / or Captivate is preferred.

Document editing and proofreading functions to validate proposal production compliance also required.

This position may have responsibilities across multiple, concurrent projects, with shifting priorities and urgent requirements.

This role will also support the Digital Accessibility Manager with special initiatives such as planning, designing, and executing staff trainings;

best practice documentation; and other ad hoc activities. DEPARTMENT : The Office of Business Development

The Office of Business Development (OBD) identifies and disseminates key information regarding prospective clients and business opportunities.

Within OBD, the Desktop Publishing team designs and produces proposals as well as a variety of other print and digital collateral.

RESPONSIBILITIES :

  • Format and remediate PDF, Word, PowerPoint, and Excel documents to ensure Section 508 compliance for posting on government or internal websites
  • Develop, modify, and maintain document and presentation styles and templates primarily using Microsoft Office (Word and PowerPoint), and on occasion, Adobe Creative Suite
  • Report issues related to accessibility and provide feedback for improvement
  • Support management with best practice documentation and training on accessibility best practices
  • Develop, modify, and maintain document and presentation styles and templates primarily using Microsoft Office (Word and PowerPoint), and on occasion Adobe Creative Suite
  • Format and enhance exhibits and other static visuals based on the vision of the authors and with accessibility best practices
  • Review Request for Proposals (RFP) formatting specifications and format documents adhering to those requirements
  • Lead the document production process for proposals and specific projects, seeing a project from start to finish
  • Perform or assist in final document assembly and production using Microsoft Word and PDF
  • Understand and follow established company proposal and document development processes
  • Establish and maintain document version control for all proposal and project assets
  • Prepare materials to support business development and marketing initiatives
  • Perform other duties as assigned

REQUIRED SKILLS :

  • High school diploma is required, Bachelor’s degree preferred
  • 2 years of experience creating and remediating Microsoft Office and PDF documents
  • Strong understanding of WCAG 2.2 and HHS specifications for document accessibility
  • Familiarity with document accessibility testing tools such as screen readers, color contrast analyzers, accessibility checkers, etc.
  • Graphic and visual design and page layout skills that incorporate accessibility best practices using primarily Microsoft Office programs
  • 2 years of experience in proposal / document production / desktop publishing
  • Expert in MS Office suite including : Excel, Word, PowerPoint, and Visio
  • Proficient in Adobe Creative Suite, InDesign, Photoshop, Illustrator, and Acrobat DC
  • A strong understanding of the proposal / publication process which includes document formatting, assembly, printing, and production
  • Ability to prioritize and simultaneously handle a variety of projects and assignments with different team leaders in a professional manner
  • Strong attention to detail, highly organized, and ability to manage time effectively
  • Strong interpersonal skills, including the ability to stay calm under pressure, work as a team, be empathetic, listen attentively, and present an overall positive attitude
  • Ability to effectively interact with Project Managers, Task Leaders, and Senior Management
  • Excellent communication skills

PREFERRED SKILLS :

  • Experience working with CommonLook PDF for document remediation
  • HTML programming experience
  • Experience with video editing software
  • Experience using a screen reader for user testing
  • Experience remediating videos

SALARY AND BENEFITS :

The pay range for this position is $55,000 - $82,000.

This position is classified as regular. Regular staff are eligible for NORC’s comprehensive benefits program. Benefits include, but are not limited to :
