The North Carolina Department of Adult Correction, Support Services Division is seeking an experienced, energized, customer service-oriented leader to work collaboratively within our organization to direct the NCDAC statewide maintenance operation. The Director of Maintenance Operations is responsible for directing and supporting maintenance functions for an Agency that encompasses more than 15M square foot of structures and buildings across North Carolina. Centralized maintenance operations include approximately two hundred staff assigned to Regional Maintenance yards and prison facilities across the system. The Director of Maintenance Operations directly supervises the Deputy Director of Maintenance Operations, Telecommunications Manager, Sustainability, Efficiency, and Resiliency (SE&R) Project Manager and the Electrical/Electronic Special Project Superintendent. The Director is responsible for setting the overall goals, strategies, and objectives for not only the entire department but also for individual team members and ensuring efficient use of financial and staff resources.

The position is responsible for program operations to include the following: strategic and tactical planning, managing, guiding, and directing statewide facility/region maintenance program operations, telecommunications, sustainability, efficiency and resilience projects, small construction projects, business and human resource functions related to the maintenance department, ensuring work of the maintenance department meets State Construction Office inspection guidelines and NC Building Codes; and working closely with Central Engineering to anticipate long lead equipment, and roof replacements projects.

The successful candidate should have a big-picture mentality that can create a forward-thinking vision and mission for the maintenance team, have experience with setting and achieving strategic goals for their department, be customer service driven, have proven ability with delegating tasks and responsibilities in an effective, positive, and efficient manner, understand OSHA guidelines and other regulations, have strong problem solving and team-building skills.

This position has a duty station of Raleigh, NC and requires the successful candidate to commute daily to the Raleigh, NC office with occasional overnight stays within areas of North Carolina. This position is assigned a duty station located State Owned work vehicle for standard business use and overnight stays when required.
The position is designated Statutory Exempt and is from the State Human Resources Act. This is a full-time position ((40 hours per week) with State Benefits.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Demonstrated experience in planning, coordinating, and managing maintenance personnel in varied trade disciplines, in the execution of maintenance, construction, AND/OR renovation projects in a complex maintenance organization encompassing multiple buildings and locations.
  • Demonstrated experience with the practices of budget and personnel management for compiling, analyzing, and summarizing administrative and fiscal data.
  • Proven experience with cost estimating, and procurement of materials and equipment for maintenance construction, AND/OR renovation projects.
  • Demonstrated experience with reading/interpreting construction plans and documents.
  • Demonstrated knowledge of OSHA standards and North Carolina Building Codes
  • A valid Driver’s License

Management Preferences:

  • NC licensed as a General, Plumbing, HVAC, and/or Electrical contractor.
  • NC Licensed Professional Engineer
  • Demonstrated experience executing Critical Path Method (CPM) construction schedules for maintenance and repair projects.
  • Demonstrated knowledge of State Construction Office guidelines AND/OR laws and ordinances governing institutional / industrial / commercial construction.
  • Ability to use MS Office (Word and Excel) and willingness to learn new software programs.

Minimum Education and Experience Requirements

Minimum Education and Experience Bachelor’s degree from an appropriately accredited institution and five (5) years of program experience in the area of assignment, including three years of managerial experience in the public or private sectors involving significant decision-making authority in the planning, organizing and directing of operations in the areas of the assigned program(s); or an equivalent combination of education and experience.
