North Carolina Department Public Safety is Hiring a Continuity of Operations Planner Near Wake, NC

Description Of WorkThis is a full-time position (40 hours per week) with State Benefits . The typical work schedule is Monday - Friday, 8am - 5pm. During activations of the State Emergency Operations Center, this position is assigned duties in the Planning Section in support of the State Emergency Response Team. During activations, this position may be required to work overnights, weekends, holidays, and/or overtime.
This position qualifies for teleworking on a part-time basis as part of a State Teleworking Pilot Program. Any telework will be under the conditions of the State Teleworking Program Policy, and the employer may end any teleworking arrangement at any time at the employer’s sole discretion.The Continuity of Operations Planner position will lead the update and maintenance of various plans, processes and procedures across the Division. Specifically, these include the North Carolina Emergency Operations Plan (NCEOP), the Continuity of Operations Plan (COOP), and the Emergency Management Accreditation Program (EMAP). The selected candidate will be directly responsible for organizing planning sessions with NCEM staff and external partners to ensure feedback is solicited and incorporated into plans appropriately. Additionally, the Continuity of Operations Planner will help lead documentation and reporting for the NCEM Planning Section, assist with exercise planning and implementation, and facilitate planning meetings across the Division.
The selected candidate will also be responsible for preparing and delivering briefings on programmatic updates to all levels of management in the private sector and local, state, and federal agencies as well as to elected officials.

The salary grade for this position is NC 16 . State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. The mission of NC Emergency Management is to enhance North Carolina's resiliency through active collaboration, communication, and coordination of efficient and effective preparedness, response, recovery, and mitigation of all natural and man-made hazards and threats.
About the Section:
The primary mission of the Plans Section is to provide NCEM and the State Emergency Response Team with planning support, situational awareness, interagency coordination, meteorological support, and effective radiological emergency preparedness programs. Furthermore, the Plans Section implements and manages the statewide training and exercise programs.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
  • Knowledge of emergency management planning principles.
  • Experience in the development and/or editing of emergency response and/or recovery plans.
  • Experience delivering briefings and/or presentations in a professional setting.
Management Preferences:
  • Certified FEMA Master Professional Continuity Practitioner or Professional Continuity Practitioner.
  • Experience in private sector business continuity/COOP planning certifications.

Bachelor’s degree from an appropriately accredited institution and one year of progressively responsible emergency management, emergency services, or other professional experience directly related to the area of assignment; or an equivalent combination of training and experience
