Description Of WorkThis posting will be hiring for three open positionsThe North Carolina Office of Recovery and Resiliency (NCORR) in the Department of Public Safety (DPS) is responsible for executing multi-year recovery and resiliency projects related to damage sustained in Hurricanes Matthew and Florence. The Office headquarters is in Research Triangle Park. The Office’s work focuses on supporting long-term recovery for storm survivors and communities impacted by the two storms. The Office actively engages in projects in the following areas: Single-Family Homeowner Rehabilitation/Repair, Housing Repair Reimbursement, Single-family Homeowner Reconstruction, Homeowner Buyout, Mobile Home Repair, Mobile Home Replacement, Homeowner Assistance, Infrastructure, Affordable Housing and Mitigation.
North Carolina Office of Recovery & Resiliency is fully funded on grants and positions will be maintained as long as funding is available. The position is EHRA, which means it is exempt from the rules and regulations of the NC Office of Human Resources Act (GS126), except for Articles 6 and 7 of that Chapter, due to state statutory and/or funding requirements.This position qualifies for teleworking on a part-time basis as part of a State Teleworking Program. Any telework will be under the conditions of the State Teleworking Program Policy, and the employer may end any teleworking arrangement at any time at the employer’s sole discretion.PRIMARY PURPOSE OF THE POSITION:The Policy and Planning Analyst will support a wide variety of activities and respond to emerging needs to support recovery programs and daily operations of program implementation. The selected candidate will help in program design and program refinement during implementation. The selected candidate will assist in the development of specific aspects of program design and execution of operations under the Recovery division, including but not limited to processing all aspects of applications, including eligibility review, verification of benefits, processing awards and appeals, conducting quality control of files, processing reasonable modifications, and assuring that policies and procedures in all areas are applied consistently. If selected, the candidate will manage, revise, and draft standard operating procedures, job aids, training materials and other guidance related to activity implementation. This will also include assisting in the oversight of various internal and external planning efforts, primarily funded by CDBG-MIT and CDBG-DR funds, although activities may be funded from other sources. The Analyst will perform planning development with tools such as Smartsheet, Microsoft Access and Excel, Adobe Suite tools, or similar. Other programs may be established based on developing recovery needs and NCORR priorities and this role is designed to be flexible and capable of addressing a variety of program needs. The program is funded through NCORR for recovery post-major disaster.
