Division Mission:
Under the Department of Commerce, the mission of the Division of Employment Security (DES) is to administer the unemployment insurance system for the state of North Carolina by delivering efficient, effective and quality service.
Purpose of the Organizational Unit:
The Organizational Effectiveness Unit provides DES performance reporting through management and operation of the DES Performance Metrics Reporting System, directs the DES Readiness Process, provides business analyst support to all units, provides statistical analysis for the Unemployment Insurance (UI) Quality Control Unit, and assembles and submits required reports to the US Department of Labor.
Purpose of the Position:
The Data Reporting and Analysis Specialist is responsible for compiling and submitting required UI reports to US Department of Labor, and for working with business users to define, test and implement additional reporting solutions. The position will act as the Sun Ultra computer administrator, the system for submission of DOL-required reporting, to perform back-ups, evaluate any problems and to assist the US Department of Labor in performing tasks, such as software installations. The position acts to support unit staff with desktop PC’s and laptop computers and associated software applications.
This position will also perform statistical analysis of data resulting from UI Quality Control unemployment insurance claim audits, Tax Performance System reviews, and DES Equity and Performance Dashboards reviews. This work requires the person to analyze data and create report formats that clearly present the information obtained. The position will work collaboratively with the DES Quality Control unit, UI Management, Labor & Economic Analysis Division (LEAD), and other agency partners in developing reports to utilize the data collected by the dashboard, audits, and reviews. The Data Reporting and Analysis Specialist will coordinate and manage resolution of anomalies identified from data analysis and regularly present findings. The position will also provide administration of the Equitable Access data analysis and governance processes.
The work schedule for this position is Monday through Friday, 8 a.m. - 5 p.m. This position is physically located in Raleigh, North Carolina in Wake County. Depending on business need and job suitability, thisposition may be a candidate for telework, subject to management approval.

Knowledge, Skills and Abilities / Competencies

  • Experience using Microsoft Office (Excel, Teams, and Word).

  • Ability to manage multiple priorities simultaneously.
  • Ability to execute detailed tasks with considerable accuracy against tight deadlines

  • Bachelor’s degree from an appropriately accredited institution and one year of experience in HR, budgeting, research or administrative management; or
