North Carolina Dept of Environmental Quality is Hiring an ARPA Business Systems Analyst Near Wake, NC

  • This is a time-limited position. It is full-time (40 hours per week) with State Benefits for a limited time. Although the length of time this position will be active cannot be determined,

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
The Business Analyst designs, examines, analyzes, develops, implements, administers, and monitors business and program processes, operation systems, and efficient business and financial systems in support of the Operations Unit. This position will perform work as it relates to the American Rescue Plan Act (ARPA) funding. This position evaluates business and program application systems’ functionality to identify gaps and calculate solutions to improve business operations. Designs business and program systems solutions by identifying and evaluating options, resolving solution issues, serving as a liaison between the business and the project team to improve productivity, and developing and delivering training. The Business Analyst applies project management and agile methodology.
Other Key Responsibilities:
  • Evaluate program processes, constructing workflow diagrams and flowcharts to identify business process efficiencies.
  • Develop workflow process solutions in collaboration with work unit managers and staff.
  • Act as liaison and coordinate with various IT stakeholders regarding business systems activities and supports the Operations Unit Supervisor to develop strategies to support multiple programs in a manner that promotes efficiency and transparency.
  • Manage multiple projects and timelines.
  • Collaborate proactively with internal and external stakeholders to analyze information needs and functional requirements to deliver user cases and interface design as required.

Office of Continuous Improvement:
The North Carolina Department of Environmental Quality (NCDEQ) Office of Continuous Improvement is responsible for the planning and implementation of programs, grant administration and sub recipient monitoring designated in the state statute/budget that are primarily focused on executing the programs associated with the American Rescue Plan Act (ARPA), Infrastructure Investment and Jobs Act, resiliency programming, and other large scale funding programs which will total about $3.5B in funding.

Knowledge, Skills and Abilities / Competencies

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Demonstrated experience designing, analyzing, and/or implementing business processes or program/project needs.
  • Demonstrated experience developing and/or presenting solutions to stakeholders through reports or presentations.
  • Demonstrated experience designing and/or delivering workflow processes, training based on business needs and/or solutions for improving productivity.
Management Preferences:
  • Experience using Microsoft products Tableau and/or Power BI.
  • Experience in developing data management related training programs and/or materials.
  • Project management experience.

Minimum Education and Experience Requirements

Bachelor’s degree from appropriately accredited institution in a discipline related to the area of assignment plus two years of programmatic experience related to the area of assignment; or equivalent combination of training and experience.
