This Fisheries Management Section Chief position is responsible for the leadership, management, supervision, and daily operations of the NC Division of Marine Fisheries (DMF), Fisheries Management Section. The position works closely with the DMF Director, Deputy Director, Marine Fisheries Commission Liaison, the State Management and Policy Coordinator, and staff in development and implementation of fisheries management policies through Fishery Management Plans (FMP), to ensure sustainable marine and estuarine fisheries and habitats in North Carolina. Fisheries Management’s operations are accomplished with the use of a variety of vessels, vehicles, laboratory and field sampling techniques and methods and extensive scientific data analysis. The position develops short-term and long-term strategic and operational plans addressing issues to advance marine and estuarine fisheries management initiatives. The position is responsible for coordinating the sections proclamation process that implements fisheries management measures as soon as 48 hours. The successful candidate will ensure proper interpretation of fisheries laws and rules for coastal fishing waters and recommends regulatory changes meeting the DMF’s resource management objectives. This position identifies and implements section priorities which require evaluating long-term budget projections, cost effectiveness of equipment and consistent review of expenditures to ensure operational stability. This position will recommend personnel actions to the division director and deputy director and implement necessary corrective measures related to performance management system for the Fisheries Management Section.
Key Responsibilities:
  • This position is responsible for managing diverse biological research and monitoring programs, fishery dependent and independent data collection, data analysis, stock assessments, and assisting with development and implementation of FMP’s.
  • This position develops short-term and long-term strategic and operational plans addressing issues to advance marine and estuarine fisheries management initiatives.
  • This position works closely with other DMF sections staff, the department General Counsel and the N.C. Attorney General’s Office to develop Marine Fisheries Commission rules and proclamations to manage N.C. fisheries.
  • The position is responsible for coordinating development, training, and implementation of standard operating procedures within the section, accessing, and analyzing, and compiling and developing reports related to coastal fishing activities.
  • Additional responsibilities include projecting, compiling, and maintaining an operational budget (over $3 million) for the Fisheries Management Section and establishing priorities related to operational activities.
  • The position is responsible for serving on committees and fostering working relationships with stakeholders, the Atlantic States Marine Fisheries Commission, regional fishery management councils and other state and federal fisheries agencies.

Recruitment Range: $65,876 - $82,384

Knowledge, Skills and Abilities / Competencies

To qualify for this position, applicants must document on the application that they possess ALL the following:

  • Experience with the principles and practices of marine biology, marine ecology, the Fisheries Management program and/or North Carolina’s marine and estuarine resources such as fish species, trends, methods, or locations.
  • Experience managing and/or supervising scientific and/or non-scientific staff.
  • Experience overseeing the recruitment, selection and development, coaching, counseling, disciplining, mentoring, and/or evaluation of employees.
  • Documented experience with state and/or federal laws, rules, regulations, policies and/or procedures that govern or influence environmental or fishery management program(s).
  • Documented experience summarizing and/or conveying technical and/or non-technical information with staff and the public through reports, presentations, or other written documentation.

Minimum Education and Experience Requirements

Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and five years of progressive experience in environmental work; or an equivalent combination of education and experience.
