North Carolina Dept of Health and Human Services is Hiring an Assistant Budget Officer - Murdoch Developmental Center Near Granville, NC

Description of Work

The Assistant Budget Officer position at Murdoch Center serves as a backup to the Budget Officer and functions as a technical expert on the North Carolina Financial System (NCFS), NC Integrated Budget Information System (IBIS), and various other reporting systems. This position must have a global perspective of the entire organization.
This position:
  • Supervises the Cashier Operation including the selection of new employees, employee orientation, performance reviews and disciplinary/grievance actions.
  • Supports the Budget Officer in the implementation and management of the budget that has been enacted by the General Assembly. Monitors budgets to ensure campus is within allowable spending limits.
  • Generates, prepares and submits monthly budget reports across campus for managers to monitor their budgets and track spending.
  • Monitors encumbrance reports weekly and works with Accounts Payable, Purchasing, vendor or end user to ensure ordered goods/services are paid timely.
  • Support Budget Officer in preparation of budget revisions in the IBIS Budgeting system by preparing spreadsheets to support revisions and keying revision data into IBIS.
  • Assists Budget Officer in Procurement Card Administration including the proper training, adhering to procedures, and following guidelines necessary for the use of the card. Position reconciles credit card transactions as well.
  • Assists Accounts Payable with invoice processing issues. Must be knowledgeable in receiving process in e-Procurement, various payment screens in NCFS and have the ability to look up vendor details in NCFS.
  • In the absence of the Budget Officer, this position composes memos, letters, forms, records, policies, and reports for all levels of management at Murdoch Center and for DSOHF, DHHS, and OSBM.
Scheduled work hours are 8:00 AM – 5 PM, Monday – Friday.

Knowledge, Skills and Abilities / Competencies

To receive credit for all of your work history and credentials, you must list the information on the application form.   • Understanding of State budgeting, cash management and accounting guidelines.
  • Experience processing invoices, generating/maintaining reports, and reconciling accounts.
  • Must have extensive experience in Microsoft Excel in a work setting.
Management Preferences:
  • Experience in NCFS (North Carolina Financial System), BEACON (Integrated HR-Payroll System) and IBIS (Integrated Budget Information System)
  • Three years of general accounting related experience.
  • 3 years of experience in Microsoft Word and Excel in a work setting.
  • Supervisory experience

Bachelor's degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and two years of progressive related experience, one year of which should be in a supervisory role,

An equivalent combination of education and experience.
