North Carolina Dept of Health and Human Services is Hiring a Data and Systems Modernization Project Manager Near Wake, NC

Description of Work

***This is a Time-Limited, Full-Time position.***
The Data and Systems Modernization Project Manager will report directly to the Assistant Division Director for Data and Opportunities. In addition to assisting the Assistant Division Director with strategically developing and implementing division-wide activities that promote better and more efficient delivery of services, this position will support the Assistant Division Director in implementation and data modernization for Office of Data and Opportunity (ODO) systems specific to interoperability, data management, and analysis of public health data solutions.
The Data and Systems Modernization Project Manager will provide expertise to improve systems and data collection, organization, protection, analysis and reporting. This position is responsible for supporting the planning, direction and administration of these diverse, comprehensive systems and practices that have significant impact on the health, safety, and wellbeing of North Carolinians and visitors to NC. The employee performs work independently under the general direction of the Assistant Division Director for Data and Opportunities.
Other key responsibilities of this position include the following:
Project Planning and Coordination:
  • Develop comprehensive project plans, including timelines, resource allocation, and deliverable schedules.
  • Collaborate with key stakeholders, including department heads, IT teams, and external vendors, to align on project goals and objectives.
Systems Modernization:
  • Support the migration and modernization of legacy systems to contemporary platforms, ensuring data integrity and system functionality.
  • Collaborate with IT teams to implement and integrate new technologies effectively.
Data Migration and Transformation:
  • Develop strategies for migrating and transforming data from existing systems to modern data platforms.
  • Ensure data accuracy, completeness, and compliance with organizational standards.
Quality Assurance:
  • Establish and enforce quality standards for modernized systems and data, conducting regular audits and quality checks.
  • Implement testing protocols to verify system functionality and data accuracy.
Compliance and Security:
  • Stay updated on industry best practices, regulatory requirements, and security protocols related to data management and system modernization.
  • Ensure compliance with legal and regulatory standards governing data privacy and security.

Risk Management:
  • Identify potential risks and develop contingency plans to mitigate project delays or disruptions.
  • Proactively address issues as they arise and escalate when necessary.
Reporting and Communication:
  • Provide regular updates on project status, milestones, and key performance indicators to relevant stakeholders.
  • Prepare and present comprehensive project reports to executive leadership.
Documentation and Knowledge Management:
  • Establish and maintain documentation standards for system modernization processes.
  • Ensure proper documentation of project progress, decisions, and outcomes.
Continuous Improvement:
  • Monitor industry trends and emerging technologies to identify opportunities for process improvement and innovation.
  • Implement best practices to enhance the efficiency and effectiveness of data and systems modernization efforts.

Minimum Education and Experience Requirements

Bachelor's degree from appropriately accredited institution in a discipline related to the area of assignment with three years of programmatic experience related to the area of assignment;
OR
an equivalent combination of training and experience.
