The mission of the Department of Public Instruction:
The State Board of Education has the constitutional authority to lead and uphold the system of public education in North Carolina.
The North Carolina Department of Public Instruction is seeking applicants for an Administrative Specialist II (for our North Carolina Virtual Public School.
The North Carolina Virtual Public School (NCVPS) was established by the North Carolina General Assembly to supplement course offerings in public schools throughout the state of North Carolina. NCVPS is governed by the North Carolina State Board of Education (NCSBE) and reports to the Deputy Superintendent of Innovation. As a result of the North Carolina Virtual Public School's work, students in the public schools of North Carolina will have access to e-learning opportunities that are either unavailable due to teacher shortages, small numbers of students needing the courses in a given school, or scheduling conflicts. These e-learning opportunities will provide students with equity of access to a high-quality educational experience regardless of where they live within the state.
The position is responsible for maintaining constant, up-to-date knowledge of contracting guidelines and rules that apply to the highly complex resource procurement needs of NCVPS. Examples of these contracts include the NCVPS Learning Management System, online interactive communications tools and other resources to operate the program. This position will monitor a contract monitoring process for all vendor contracts and track fiscal functions including procuring, expenditures, and maintenance agreements. The Administrative Specialist II is responsible for the process of developing and submitting required documents to establish valid contracts and processing contract payments according to schedule by working with the NCVPS leadership team and Fiscal Management.
The Administrative Specialist II is the front line for customer service. This requires prompt and pleasant responses to phone calls and emails. The position composes letters and memos to NCVPS staff members and other stakeholders; creates charts, forms, and invoices related to different areas; and prepares agendas and related materials for conferences and external/internal meetings. Instructions for these tasks are given in written and oral form. Data entry is required for all programs supported by this position.

Knowledge, Skills and Abilities / Competencies

  • Demonstrated experience with current business practices and have a thorough understanding of current processes and procedures used by state government to manage budgets and personnel.
  • Demonstrated written and oral communication skills and the ability to interact effectively with a variety of internal and external parties.
  • Demonstrated ability to identify and understand issues, problems, and opportunities; use effective approaches for choosing a course of action or developing appropriate solutions.
  • Demonstrated experience analyzing, interpreting, and/or evaluating information or data.
  • Experience with customer service by phone and/or in person with diverse clientele.

MANAGEMENT PREFERENCES:
  • Experience with the North Carolina Financial System
  • Strong technology skills along with excellent oral and written communication skills are desired.
  • Experience in managing multiple, simultaneous projects

Minimum Education and Experience Requirements

High school diploma or General Educational Development (GED) diploma and four years of related administrative experience; or equivalent combination of education and experience.
