North Carolina Dept of Transportation is Hiring an Environmental Program Supervisor II Near Wake, NC

Description of Work

Salary Grade: NC 20 Salary Range: $65,876– $115,283

The Environmental Analysis Unit is a one-stop shop for supporting development of sustainable transportation infrastructure that minimizes impacts on the human and natural environment. For more information see the Environmental Analysis Unit video.
The Mitigation and Modeling Group (M&M Group) contributes to the planning, permitting, and streamlining of transportation projects and overall program delivery which requires daily coordination with civil, hydraulic, and structural engineers as well as other professionals and technical experts. The M&M Group is responsible for providing indirect and cumulative impact (ICI) analysis for water quality and federally protected species; developing conservation measures to minimize the impacts of indirect and cumulative effects; developing cost effective onsite wetland, stream, and buffer mitigation opportunities for impacts resulting from transportation projects; implementation of Project ATLAS, an enterprise application comprised of three tools, Search, Screen and Workbench; and use of GIS based data and spatial analysis to advance project development and program delivery.
In this role you will:

  • provide direct supervision of three employees within the M&M Group.
  • oversee the daily staff duties, scheduling, training, and assignments of these employees as well as assist the Group Leader in process improvements and innovation.
  • provide oversight of staff responsible for STIP impact projections, UAV environmental analysis, and GIS layer development, as well as outsourcing contracts and invoicing. This requires coordination of efforts and procedures with multiple and diverse Units in NCDOT and other agencies.
  • deliver wetland prediction models, coordinate with NCDWR Headwater Stream Mapping Program for stream prediction models, and provide oversight of the continued enhancement and implementation of the ATLAS Search, Screen, and Workbench applications.
  • utilize an understanding of project management and technical staff processes to identify GIS needs and develop tools to assist in daily workflow.
  • perform other special project duties as assigned to support project delivery for the M&M Group.
  • utilize knowledge of ESRI ArcGIS Software including ArcCatalog, ArcMap, ArcGIS Online, or other web mapping services as well as Trimble GPS Units and associated desktop software is essential.
  • utilize a solid understanding of the Clean Water Act, 404 and 401 permitting, NEPA, and the Federal Mitigation Rule and how they pertain to transportation projects.

Knowledge, Skills and Abilities / Competencies

Applicants must submit an application that clearly reflects work experience that demonstrates the following:

  • Knowledge of ESRI ArcGIS Software including ArcCatalog, ArcMap, ArcGIS Online, or other web mapping service as well as Trimble GPS Units and associated desktop software
  • Knowledge of the principles of natural science, environmental science, geography, geographic information systems, statistics, or modeling as they apply to transportation planning and environmental assessment.
  • Experience in ATLAS development and tools, environmental modeling including basic statistical analysis and development of spatial layers for use in predictive modeling
  • Experience in planning and coordinating work, managing project schedules and deliverables, and evaluating and reviewing work done by others, including supervising consultants, to solve problems, resolve conflicts and to apply critical thinking to complex environmental issues
  • Experience in application of federal and state environmental laws and regulatory requirements - NEPA/SEPA, Clean Water Act, and Endangered Species Act

Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and five years of progressive experience in environmental work; or an equivalent combination of education and experience.
