Description of Work

The Human Resources Technician II position is a unique position that will be mainly functioning as our primary recruiter for our civilians with NC State Highway Patrol. This position will also support and be the backup to the Personnel Supervisor. The primary responsibility of this position is to create job postings for vacant positions, screen applications to determine applicant eligibility for each posting and to identify the most qualified pool in an objective and consistent manner.

Primary job responsibilities include, but are not limited to, the following
:
  • Independently can develop and present trainings to supervisors and managers on various facets of effective recruitment using PowerPoint.
  • Coordinate and manage the entire process for the hiring of civilian employees from preparing vacancy positions through preparing all paperwork/documents for candidate(s) to be hired.
  • Determine salary recommendations based on state salary administration policies.
  • Process pre-boarding and onboarding new hire documentation and collect criminal background checks and drug testing to determine eligibility for hire.
  • Create and process E-Verify.
  • Initiate and process PA/OM Actions in Beacon/Fiori.
  • Work closely with the Personnel Supervisor (HR Tech III) and will be their backup.
  • Run (BOBJ) reports to management and analyzing areas which require attention to detail.
  • Maintain Confidential of personnel records and files.
  • Other duties as required.
This is a full-time position (40 hours per week) with State Benefits. The typical work schedule is Monday-Friday 8:00AM - 5:00PM. The assigned work location is X2 Personnel Unit in downtown Raleigh, NC (Wake County).
Note to Current State Employees:
The salary grade for this position is NC07. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

Knowledge, Skills and Abilities / Competencies

To qualify for this position, applicants must document on the application that they possess ALL of the following:
  • Experience with posting positions and screening applications in an Applicant Tracking System (ATS)
  • Experience with initiating and processing PA actions in Fiori (Beacon)
MANAGEMENT PREFERENCES:
  • Ability to establish and maintain a positive, friendly, and effective working relationships amongst your colleagues, internal and external customers
  • Ability to work independently and within a team and prioritize work and meet strict deadlines in a timely manner
  • Experience with running BOBJ reports in Business Objects in Fiori (Beacon)
  • Experience with Organizational Management (OM) processes and forms.
  • Experience working with law enforcement agencies
  • Experience working with correcting and resolving employee's time
  • Experience responding to time and leave inquiries
  • Experience with creating PowerPoint presentations and presenting to all levels
  • Experience with understanding salary administrating principles and setting salaries

Minimum Education and Experience Requirements

Associate’s degree, typically in Human Resources or relevant field from an appropriately accredited institution and 1 year of experience required;
or two years of progressive experience in Human Resources;
or equivalent combination or education and experience.
