North County Transit District is Hiring a Senior Transportation Planner Near Oceanside, CA

DEFINITION

Under the general direction of the Executive Director, the Senior Transportation Planner performs a variety of duties in support of NCTD’s business initiatives, strategic priorities, and special projects. 

Distinguishing Characteristic

 This position is distinguished by its responsibility to gather and analyze data, prepare required documentation, and assist with activities led by the Office of the Executive Director. The Senior Transportation Planner position is distinguished by its ability to independently complete high-level activities across of aspects of NCTD’s activities/functions.

Supervision Received and Exercised

 The Senior Transportation Planner reports to the Executive Director and does not exercise any supervisory authority. This position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions

Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants’ facilities, and other locations as required.

Essential Functions

Duties may include, but are not limited to, the following:

  • Completes wide array of business activities (financial, operational, strategic, and administrative) as directed by the Executive Director.
  • Undertake directly or support special projects, research, and strategy development as directed by the Executive Director.
  • Reviews site plans, proposals, or environmental documents for short-and long-range impacts to transit service provision.
  • Prepares scopes of work, independent cost estimates, and manages projects to successful completion.
  • Manages consultant studies or reports.
  • Coordinates with other functions within NCTD to support project outcomes and business improvement activities. 
  • Development of correspondence and presentations in support of the Office of the Executive Director. 
  • Analyzes reports and financial data.
  • Supports business process and performance management activities and initiatives. 
  • Serves as Project Manager or supports the management and implementation of projects. 
  • Performs other related duties as assigned.

Education/Experience

  • Bachelor's degree in urban planning, transportation, or related field required.
  • Minimum four (4) years prior relevant experience required.

A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.

Certificates/Licenses

  • Possess and maintain a California driver's license, Class C with less than 6 points in the preceding 36-month period and no DUI violations in the prior seven (7) years..
  • Maintain compliance with the District's policies regarding Conflict of Interest and Ethics.

General Requirements

  • General knowledge of U.S. transit industry issues and challenges with some understanding of FTA, state, and local regulations regarding transit. 
  • Ability to read, analyze, and interpret maps, schedules, plans, spreadsheets, and related documents. 
  • Ability to develop and implement all phases of project activities to include development of project scope(s) of work, independent cost estimates, and project delivery and schedule management.
  • Ability to transition theoretical questions into data queries, design studies to gather data, and manipulate data in Excel and/or Access.
  • Ability to create and maintain good working relationships through excellent communication and teambuilding skills; ability to engage successfully with both internal and external contacts and the public. 
  • Strong analytical and critical thinking skills; ability to gather, organize, analyze and present data to appropriate sources; ability to interpret and apply local, state, and federal rules and regulations accurately and effectively.
  • Exceptional communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports. 
  • Ability to manage and maintain simultaneous, transitional, and emerging priorities. 
  • Demonstrated proficiency in computer software programs including the Microsoft Office Suite.

Ability to work with data base applications, transit scheduling packages, and GIS and statistical packages such as SAS.

Physical Requirements

The physical demands described are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. 

The employee must possess the ability to use the phone and computer for extended periods, manual dexterity to complete clerical functions and work with office equipment, and lift equipment up to 25 pounds on a periodic basis. The employee must be able to hear, see, and communicate verbally to exchange information. The employee must be able to physically travel between District locations and other destinations, work in evenings when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain as is typical along a railway right of way. The employee may be subject to fumes, odors, dusts, gases, chemicals. The employee must be able to walk, climb, balance, bend, carry, push, reach, sit, and stand.

Machines / Tools / Equipment

  • Ability to operate a personal computer and Microsoft Office Suite programs.
  • Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone. 
  • Ability to carry and operate a mobile on-call device.
