Title: Finance Officer

Reports to: Chief Executive Officer

Status: Exempt

Summary: This position caters to the unique needs of growing non-profit organization. The role performs fiscal operations including but not limited to: developing budgets, preparing and presenting accurate financial statements, grants management and reporting, AR/AP, and working with our external CPA on payroll, audits and tax filings. The position also oversees any new or existing fiscal sponsorship agreements in place. This position will advise the CEO and Board of Directors, and support team on fiscal effectiveness and adheres to NECIC’s fiscal policies, ensuring risk management and internal controls are in place.

Roles and Responsibilities:

1. Financial Management:

  • Oversight of the organization's financial operations, ensuring accuracy, efficiency, and compliance with regulations.
  • Development and implementation of financial policies and procedures.

2. Budgeting:

  • Collaboration with department heads to create and manage the annual budget.
  • Monitoring budget variances and providing explanations for financial performance.

3. Accounting:

  • Maintenance of accurate and up-to-date accounting records.
  • Ensuring timely and accurate recording of financial transactions.

4. Financial Reporting:

  • Preparation of regular financial reports, including income statements, balance sheets, and cash flow statements.
  • Presentation of financial information to executives, board members, and relevant stakeholders.

5. Grant Management:

  • Oversight of grant budgeting, reporting, and compliance.
  • Coordination with program managers to ensure proper financial management of grants.

6. Audit and Compliance:

  • Collaboration with external auditors during annual audits.
  • Ensuring compliance with relevant financial regulations and reporting requirements.

7. Cash Flow Management:

  • Monitoring and managing cash flow to support ongoing operations.
  • Implementing strategies to optimize cash flow and liquidity.

8. Financial Planning:

  • Contribution to the development of financial strategies aligned with organizational goals.
  • Providing financial insights to support strategic planning and decision-making.

9. Internal Controls:

  • Establishment and monitoring of internal controls to safeguard organizational assets.
  • Periodic internal audits to assess the effectiveness of financial processes.

10. Payroll and Benefits Administration:

  • Oversight of payroll processing and benefits administration.
  • Ensuring compliance with labor laws and regulations related to employee compensation.

11. Risk Management:

  • Identification of financial risks and implementation of risk mitigation strategies.
  • Advising leadership on potential financial risks and implications.

12. Vendor and Contract Management:

  • Negotiation of contracts with vendors and service providers.
  • Monitoring vendor performance and compliance with contract terms.

13. Financial Technology:

  • Utilization of financial management software and technology to streamline processes.
  • Staying updated on advancements in financial technology relevant to the organization.

14. Board Collaboration:

  • Collaboration with the board of directors, providing financial information and insights.
  • Attendance at board meetings and presentation of financial reports as needed.

15. Training and Development:

  • Provision of training to staff on financial policies, procedures, and best practices.
  • Fostering a culture of financial literacy within the organization.

16. Donor and Grantor Relations:

  • Working with fundraising teams to provide financial information for grant proposals and donor reports.
  • Ensuring transparency in financial reporting to donors and grantors.

17. Investment Management:

  • Oversight of the organization's investment portfolio, if applicable.
  • Making informed investment decisions aligned with the organization's financial goals.

18. Fiscal Sponsorship:

  • Management of fiscal sponsorship arrangements, if applicable.
  • Ensuring compliance with fiscal sponsorship agreements and financial reporting to sponsored projects.

Required Experience and Skills:

  • Must be ethical and confidential.
  • Excellent oral and written communication skills.
  • Excellent organizational skills.
  • Excellent administrative and clerical skills.
  • Great attention to detail.
  • Comfortable working with diverse populations.
  • Works well with minimal supervision. Self-starter.

Minimum Qualifications:

Bachelor's degree in Accounting, Finance, Business Administration, or related field or substantial/comparable accounting experience.

Minimum of 3 years of relevant experience in financial management.

  • Experience in grants management, including budget preparation, monitoring, and reporting.
  • Proficiency in Quickbooks and Microsoft Office Suite. (Word, Excel, PowerPoint, etc.) Strong understanding of financial regulations and compliance standards.
  • Experience in budgeting, forecasting, and financial analysis.
  • Excellent communication and interpersonal skills.
  • Ability to collaborate with diverse stakeholders, including boards of directors.
  • Familiarity with fiscal sponsorship arrangements (if applicable). Adaptable and able to handle changing organizational priorities.
  • Problem-solving skills and ability to troubleshoot financial challenges.
  • Continuous commitment to staying informed about financial best practices.
  • Familiarity with NECIC’s work including the Community Economic Development Plan.

Preferred Qualifications:

  • Master’s Degree, in Accounting, Finance Administration, Business Administration, or any equivalent combination of education, training, and experience which provides the necessary knowledge, skills, and abilities.
  • At least three (3) years of experience in government accounting, auditing, budgeting, or closely related activity.
  • Experience in grants management, including budget preparation, monitoring, and reporting.
  • Proficient with QuickBooks accounting software.
  • Experience with presentation software.
  • Familiarity with Asset-Based Community Development. Understanding of principles of Bridges Out of Poverty.

Physical Demands and Requirements:

  • This position requires the employee to sit and/or stand for most of the day. Constant hearing, seeing, talking, communicating, reading, writing, and typing in an indoor environment.

Salary Range: $75,000 to $80,000
