Position PurposeManage, coordinate, and administer the various aspects of the remote project location including planning, procurement, personnel oversite, and contract Operational execution. Provide leadership in managing and executing the contract including assisting in the development and maintenance of project baseline budgets and schedules, monitoring of progress against milestones, collection, and evaluation of earned value metrics, tracking of project deliverables and milestones, allocation of project resources to tasks and activities, coordination of subcontractors and procurements, and providing primary interface with the client.
Essential Duties And Responsibilities
  • Allocate project staff resources efficiently to execute 24/7 Operation excellence
  • Manage resource needs (staffing, subcontractors, and materials)
  • Develop, train, and manage the project team of approximately 40 personnel
  • Oversee overall execution of the work and Operations
  • Ensure work is performed according to contract requirements, scope of work, procedures, and policies
  • Ensure Operational policies and procedures (i.e., Standard Operating Procedures, Dive Plans, Boat Safety, Emergency Response, etc.) are updated, that the staff is trained, and perform Management Self Assessments to ensure complete compliance
  • Coordinate Operations with all functional groups including safety, quality, contracts, project controls, accounting
  • Review and approve vendor / subcontractor invoices
  • Work with the project coordinator and accounting to provide timely and quality monthly invoices with all associated cost-plus FAR requirements
  • Facilitate customer review and resolve customer questions and comments on invoices
  • Track and proactively manage change on the project through internal and external change control processes
  • Coordinate with project coordinator to ensure all employee training is performed / tracked as required per contract and SOPs
  • Provide innovative solutions and approaches to increase project / team productivity
  • Ensure project staff has a project progression pathway and is routinely discussed and monitored to ensure employee progression and success
  • Exhibit a positive attitude and open communication with customer and project staff for providing a positive work environment
  • Track actual costs for change against budgets
  • Conduct periodic project and customer meetings to review progress and discuss issues
  • Ensure problems involving coordination, schedule and the setting of priorities are resolved by the project teams
  • Prepare and/or direct the preparation of progress and special reports to customers and corporate management
  • Oversee subcontractor administration and management of subcontracted work and vendor activities
  • Assist with the collection, evaluation and reporting of project earned value and production metrics
  • Present status reports to management
  • Participate in periodic project review meetings (internal and external)
  • Prepare and/or oversee the preparation of project deliverables
  • Ensure deliverable milestone dates are met
Minimum Qualifications Education and Experience:
  • High school diploma or GED.
  • Ten (10) or more years of relevant technical or project management experience
  • Demonstrated experience managing task-order based, cost-reimbursable projects with total budget of $25M (over 5-years) or a yearly budget of $5M
  • Demonstrated experience overseeing and integrating operations, work control and planning, finance and accounting, project controls, scheduling, safety, quality, and procurement
Skills And Abilities
  • Demonstrated ability to manage project teams of 40 personnel
  • Demonstrated ability to lead large project teams and manage very difficult and complex projects and to take collective action, monitor work, manage conflict, and coordinate the activities of others
  • Demonstrated ability to interface with clients, manage customer expectations and satisfaction, provide status reports to internal and external stakeholders
  • Ability to supervise and integrate individuals at many different professional levels
  • Skilled in PC usage and associated software including MS Office (Word, Excel, PowerPoint, and Teams)
  • Ability to develop project schedules and budgets; Interpret progress schedules and cost accounting reports; Develop, evaluate, and interpret production and earned value metrics
  • Experience in using Teams or similar software regarding remote meetings or video conferencing.
  • Strong leadership and supervisory skills to include oversight and coordination
  • Knowledge of financial reporting, performance metric management, and profit & loss (P&L) management
  • Read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals
  • Write plans, procedures, routine reports, operating instructions, and correspondence
  • Communicate clearly and succinctly on a technical level
  • Work with mathematical concepts
  • Apply concepts such as fractions, percentages, ratios, and proportions to practical solutions
  • Solve practical problems
  • Interpret a variety of instructions furnished in written, oral, diagram or schedule form
  • Thorough knowledge and understanding of the Marine Mammal program along with experience with the Navy (or other government agencies)
  • Deltek Cost Point accounting software
  • Broad knowledge of industry standards and practices
Special Requirements
  • Must be accessible (on-call) 24/7
  • Ability to work overtime and travel as needed
  • Experience in a DOD work environment
  • U.S. Citizen
  • Ability to obtain and maintain Secret security clearance
Preferred Qualifications
  • B.S. degree in related field preferred
  • PMP Certification
  • Experience in Navy’s Marine Mammals Program
Physical Demands
  • Ability to sit and/or stand for extended periods of time
  • Ability to walk, reach with hands and arms, talk, and hear
  • Ability to perform repetitive movements of the fingers, hands, wrists and arms
  • Ability to frequently lift and/or move up to 20 pounds and occasionally lift and/or move up to 50 pounds
  • Ability to participate in physically demanding work while wearing personnel protective equipment
Working EnvironmentWhile performing the duties of this job, the employee is exposed to normal office conditions when not in the field. When visiting the field (water locations), employee may be exposed to extreme weather conditions (hot, cold, wind, rain, snow) and may be required to wear personal protective.
