Northern Wasco County People's Utility District is hiring a full-time, 40 hours per week Utility Joint Use Specialist. This position will work a 4 day per week schedule, Monday through Thursday.

GENERAL SUMMARY :

The Utility Joint Use Specialist works independently to monitor and manage new Joint Use attachments, performs routine inspections, and takes ownership of the Joint Use Program as subject matter expert on regulatory and compliance issues governed by the OR Public Utility Commission.

Integrates Joint Use processes and procedures into the management and operation of the electrical system.

GENERAL ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS :

  • Responsible for , sustaining, administering, and enhancing the development and maturation of the Joint Use Program.
  • Maintain and update all Joint Use tickets through NJUNS in accordance with OPUC directives found in Oregon Administrative Rules (OARs) Public Utility Commission Chapter 860 Division 28 Pole and Conduit Attachments.
  • Responsible for all Joint Use pole attachment requests from NJUNS and may be required to perform pre and post inspection audits of attachments to ensure compliance with Joint Use requirements, NWCPUD specifications, and contract standards.
  • Ensure NJUNS tickets are completed within the timelines and parameters set by the OPUC and Joint Use Agreements.
  • Work with legal staff to assist in the negotiation new wireline and wireless pole attachment agreements.
  • NESC field inspections and audits
  • NESC 5-year and 10-year inspection check-ins
  • Annual Fire Mitigation inspections / audits
  • Handles billing responsibilities associated with projects in an appropriate manner and in line with recordkeeping practices of NWCPUD.
  • Monitors relevant invoices related to Joint Use Program and Attachers. Follows up on past due payments when needed.
  • Coordinates and conducts quarterly meetings with Joint Use Pole Attachers.
  • Partners with Finance to determine annual pole rental rates and provides technical insight to support appropriate billing processes related to Attachers and the Joint Use Program.

Tracks and reports billable attachments.

  • Partners with outside stakeholders (e.g., attorneys, other utility districts, Attachers, utility commission, cooperatives, etc.).

Secondary Functions :

  • Collaborates with the GIS Technician to ensure proper documentation of attachments and inspection history.
  • Initiates, facilitates, and helps to develop uniform policies and procedures statewide in partnership with other PUDs.
  • May develop, draft, and submit position papers regarding Joint Use issues.
  • All PUD employees are expected to work outside of normal business hours when required during emergency restoration activities and to accomplish other special projects.

Skills / Knowledge / Abilities : PLEASE NOTE : This position requires the use of various tools / equipment that are related to performing the essential functions of this job.

  • Communicates with co-workers and the public regarding publications, technical periodicals, training materials, equipment manuals, and maps.
  • Working knowledge of National Electric Safety Code (NESC)
  • Working knowledge of OR Administrative Rules (OAR)s 860-024 & 860-028
  • Knowledge of the FCC Telecommunications Act and subsequent Telecomm Orders
  • Effectively organizes workload with minimum supervision.
  • Ability to work collaboratively with others to complete projects / tasks.
  • Analytical ability, strong problem solving, and conflict resolution skills.
  • Exercises independent judgment in evaluating situations and in making decisions.
  • Completes timecards, reports, data tickets, logs, or similar paperwork following prescribed formats as explained by Engineering Supervisor.
  • Requires math skills sufficient to be able to make calculations involving fractions, percentages, ratios, proportions, or other math skills normally used in accounting.

Supervisory and / or Functional or Technical Responsibility or Oversight :

No supervisory responsibilities.

QUALIFICATIONS : Recommended Education, Training & Experience (includes licenses or certifications) : Other combinations of education and / or experience demonstrating the knowledge, skills, and abilities required to do the work will also be considered.

Education / Experience :

  • High school diploma or GED required.
  • Associate’s degree in engineering or similar field preferred.
  • Minimum three (3) years’ experience in electric utility industry with emphasis on design and construction of distribution / transmission systems preferred.
  • Previous experience as a staking or engineering technician, especially in an electric utility setting, highly preferred.
  • Proficiency in using the National Joint Utilities Notification Systems (NJUNS) preferred.
  • Working knowledge of National Electric Safety Code (NESC) preferred.
  • Extensive knowledge of OR Administrative Rules (OAR)s 860-024 & 860-028 preferred.
  • Extensive knowledge of the FCC Telecommunications Act and subsequent Telecomm Orders preferred.
  • Familiarity with fiber-optic cabling systems and technology preferred.
  • Valid, current, and insurable driver’s license.

Mental or Visual Demand : Continuous mental and / or visual attention; the work is either repetitive or diversified requiring

constant alertness to monitor the production process and / or identify defects.

Working Conditions : Some noise exposure however, t he job is typically performed under very comfortable working conditions;

any disagreeable elements are generally absent during normal performance of job.
