POSITION SUMMARY
The Environmental Specialist's - Brownfields Coordinator's primary functions are to assist in the management of the technical activities for the Environmental Protection Agency (EPA) Section 128(a) Grant and assist as the Indoor Air Quality Coordinator under the EPA General Assistance Program Grant (GAP) and with other Environmental Department operations. The Environmental Specialist - Brownfields Coordinator will also participate in the coordination of various environmental consultations.
ESSENTIAL FUNCTIONS
The Nottawaseppi Huron Band of the Potawatomi reserves the right to change, amend, add, delete and otherwise assign any and all duties, responsibilities, and positions titles as it deems necessary to meet the needs of the government.
  • Assist in the implementation of Brownfields Program under the EPA Section 128(a) grant, including:
    • Development and maintenance of Brownfields Environmental Response Program, including performing Brownfield inventories and assessments, and preparing public participation program.
    • Create enforceable guidance mechanisms to clean up Brownfield sites.
    • Verify clean-up of Brownfield sites.
    • Preparation of QAPPs and/or standard operating procedures.
    • Communication with EPA, including filing of required reports, preparation of work plans and attending required trainings and functions.
    • Participate in review of properties using Phase I Environmental Site Assessments using ASTM standards and All Appropriate Inquiries.
  • Provide technical updates on programs to staff, other Tribal departments, committees, interested groups, and community members.
  • Participate in Tribal IAQ program activities including timely project administration and maintaining indoor air quality data for Reservation homes and buildings.
  • Assist in the coordination of Tribal recycling program including comingled recyclables, universal waste, electronic waste, and hazardous waste when necessary.
  • Assist the Sr. Environmental Specialist with the oversight and the development and maintenance of environmental databases; maintains current, accurate and complete records as required by federal, state and all regulatory agencies.
  • Attend and participate in national, regional, Tribal and Federal meetings, workshops and conferences as required.
  • Assist Environmental Leadership with the coordination and development of public meetings/seminars on environmental/natural resource issues to inform the Tribal community on current and upcoming changes.
  • Assists in providing presentations to Tribal Members/Council on assigned programs as well as critical issues that affect Tribes.
  • Assist in the establishment and maintenance of communication capability, including consultations, to work with Federal, State, local and Tribal environmental/natural resource officials.
  • Assists the Sr. Environmental Specialist and Director with the development of environmental, natural resource and planning ordinances & procedures.
  • Other duties as assigned by the Environmental Director.
MINIMUM REQUIREMENTS

  • Bachelor’s degree in environmental science, Biology, Geology or closely related field or eight years of professional experience or an equivalent combination of post-secondary education leading towards a bachelor’s degree and related experience within the referenced field of knowledge.
  • One plus years’’ of related experience in professional capacity.
  • Ability to work towards becoming Certifiable Environmental Professional per ASTM E 1527-21 (or most recently adopted) within two years.
  • 6 months experience of Grant writing and administration.
  • Knowledge of and post-secondary course work utilizing a Geographic Information System.
  • Must possess excellent communication skills, both oral and written.
  • Knowledge of National Environmental Protection Act (NEPA)
  • Knowledge of Native American cultural issues
  • Must be self-directed and able to work independently.
  • Must be willing and have the ability to travel.
  • Must have a non-restrictive license and be GSA certifiable.
  • Must be intermediate to proficient with computer skills, including Microsoft Word, Excel.
  • Ability to work well with community members and staff in a team-oriented environment.
  • Ability to work in and access physically challenging locations.
  • Must possess excellent interpersonal skills and be able to interact with various members of leadership, Tribal Community Members, Tribal Council, Tribal, Local, State and Federal dignitaries or agencies.
PREFERRED REQUIREMENTS
  • Master’s degree in Environmental Science, Biology, Geology or closely related field
  • Certification in GIS
  • Knowledge of and familiarity with Native American culture, customs and language preferred
  • Knowledge of basic federal and tribal labor laws
OTHER REQUIREMENTS
Language Skills
Ability to read and interpret documents such as safety rules, MSDS sheets, operating and maintenance instructions, and procedure manuals. Ability to read and write advanced technical reports. Ability to publicly speak and provide public presentations.
Mathematical Skills
Ability to add and subtract two-digit numbers and to multiply and divide with 10's and 100's. Ability to perform these operations using units of American money and weight measurement, volume, and distance.
Reasoning Ability
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
Computer Skills
To perform this job successfully, an individual should have advanced knowledge of software, including spreadsheet software, word processing software and internet navigation.
