POSITION SUMMARY
Reporting to the Tribal Council, the Indian Preference Project Coordinator will assess, track, and coach NHBP Tribal Members in order to meet the growing needs of the Members to obtain employment with Firekeeper’s Casino & Hotel Construction Projects and to compete in the outside workplace. This position will need to coordinate daily with the NHBP Human Resources Department to determine which members are qualified for posted positions. This position will coordinate daily with General Contractors, Primes, and Sub-Contractors to track Tribal Member utilization.
ESSENTIAL FUNCTIONS
The Nottawaseppi Huron Band of the Potawatomi reserves the right to change, amend, add, delete, and otherwise assign any and all duties, responsibilities and position titles as it deems necessary to meet the needs of the government.
  • Manage contractor compliance with wage rates, minimum work force requirements and intake/fulfillment of job requests.
  • Enforce the contractual rules, regulations, Labor Management Cooperation Agreement (LMCA) and Indian Employment Special Conditions.
  • Maintain a constant working knowledge of awarded prime and sub-contractors, obtain and verify payrolls based on General Contractor’s submitted site reports/payrolls, and address any concerns in a timely and efficient manner.
  • Manage any, and all, Tribal Member complaints, comments and concerns with tact and responding in a timely manner.
  • Provide management and oversight of all FKCH Casino & Hotel Tribal employment between Contractor and Tribal Member.
  • Prepare and submit weekly reports to Tribal Council, General Contractor and the Owners Representative.
  • Investigate any terminations and coordinate with NHBP Human Resources to allow for proper protocol or repercussions on a case-by-case basis.
  • Coordinate with, FKCH and NHBP Human Resources to maintain and keep job pool list as up-to-date as possible, and to notify of any concerns, hiring, job assignment completion or terminations.
  • Proactively seek out potential union candidates and job training for Tribal Members (Tier 1 and Tier 2 preference candidates as defined by Tribal Code).
  • Coordinate, track and log all calls, conversations, and concerns with Contractors, Tribal Members and any other corresponding contacts with projects.
  • Manage in FKCH Casino & Hotel Construction Job Pool Meetings and complete meeting minutes.
  • Provide reports as requested from FKCH and Tribal Council.
  • Continue to monitor and improve program, as needed.
  • Other duties as assigned.
MINIMUM REQUIREMENTS
An applicant’s education, training and experience must be sufficient to demonstrate that the applicant possesses the ability to successfully perform each of the essential functions. The requirements listed below are generally representative of the education, experience, and skills and/or ability required to enable one to successfully perform the essential functions associated with his position:
  • 2 plus years related experience in Construction or management of skilled trades within the construction industry.
  • Must have demonstrated proficiency in the Microsoft Office Suite.
  • Must have an understanding of NHBP Culture and Seven Grandfather Teachings.
  • Must be able to make cold calls to Tribal Members, Contractors and other various contacts as needed.
  • Must have excellent interpersonal skills and be able to communicate effectively both verbally and written with tact and poise.
  • Must be flexible with hours and willing to work some nights and weekends.
  • Must be able to maintain highest level of confidentiality.
  • Ability to understand, gain knowledge and appreciate the differences with the Native American culture and customs.
  • Ability to establish and maintain positive collaborating relationships.
  • Must have strong organizational skills.
Preferred Qualifications
  • Associate degree in Construction Management, Human Resources, Business, Education, Social Sciences, Native American Studies, or related fields.
  • Experience and working knowledge in construction field.
  • Direct related experience in position with a Tribe.
SECURITY SENSITIVE

LANGUAGE SKILLS

WORKING ENVIRONMENT

Incumbent will work mainly in an office setting, handling related administrative duties for NHBP employees and/or Tribal Community Members. Incumbent must be able to assist Tribal Community Members in all aspects of job training, seeking employment opportunities, and skills assessments. Incumbent must be able to travel to meetings and Tribal facilities.
While performing the responsibilities of this position, the employee is required to talk and hear while frequently engaging in conversation. The employee is often required to sit and use their hands and fingers, to handle or feel while performing data entry and other related tasks. The employee is regularly required to stand and walk, and occasionally reach with arms and hands, and to stoop. Must possess the cognitive ability to perform the essential functions of the job responsibilities.
The employee must occasionally lift and/or move up to 25 pounds. Vision abilities required by this job include close vision and ability to adjust focus while focusing on a monitor for lengthy periods of time. The noise level in the work environment is usually quiet.
