Under the direction of the Regional Safety Director, the Site Safety Manager is responsible for building the overall safety culture at NRP through increased field presence, detailed auditing, proactive pre-construction planning, and relationship building. The Site Safety Manager is responsible for delivering a consistent safety message and effectively communicating with all levels of employees and subcontractors to ensure compliance with contractual safety specifications and applicable federal, state and local code requirements while on NRP Sites.

Essential Functions Statement(s):

  • Assist NRP jobsite Superintendents, Assistant Superintendents, and Project Managers as well as subcontractors to prevent occupational injuries, hazards, and property loss to NRP.
  • Walk job-site and identify potential SH&E hazards that may impact a project.
  • Review development drawings for assigned project(s) for potential safety concerns that can be addressed during the design phase.
  • Download and use iAuditor template to capture information, update as needed, and review with project and safety team.
  • Ensure approved subcontractors have submitted a safety manual, official EMR letter, OSHA Logs, and OSHA history on NRPConnect.
  • Review submitted items for applicability, authenticity, and accuracy.
  • Identify, communicate, and review deficiencies with Regional Safety Director, Construction Safety Manager, and Project Manager.
  • Follow up on outstanding items to ensure compliance.
  • Review NRP site specific plans to identify required supplemental documented planning items (e.g., demolition, scaffold, fall protection, silica).
  • Review and analyze weekly project job photos via NRPConnect to determine if there are unsafe acts or conditions. If issues are identified, investigate and assist with correction.
  • Coordinate and participate in accident incident investigations. Ensure that all incident reports involving sub-contractors are reviewed.
  • Conduct weekly supervisor audit reviews. Contact job sites with missing audits and identify on required bi-weekly reporting to Regional Safety Director and Safety Construction Manager.
  • Review weekly subcontractor submittals in NRPConnect (daily activity hazard analysis, weekly toolbox/safety meetings, weekly safety inspections, etc.).
  • Complete departmental inspections on each job site at least once per week ensuring that action items are closed out on a bi-weekly basis. Assist supervisors in the close-out process and issuing subcontractor warnings when needed. If required, attend subcontractor/NRP meetings to review recurring safety issues and identify needed corrective actions.
  • Attend subcontractor weekly job site meetings. Coordinate with site supervisors and ensure job site safety issues are documented and reviewed. Explore issues log and look to identify means of improving and tracking internal communication via NRPConnect.
  • Accompany OSHA compliance officers and insurance inspectors on site visits. Assist in preparing written appeals for safety violations and attend informal conferences with Regional Safety Director.
  • Identify training needs and develop, deliver and evaluate the effectiveness of safety related training.
  • Prepare and present program status and technical reports that contain recommendations for best practices and corrective actions on a bi-weekly basis to Regional Safety Director and Safety Construction Manager.
  • Continuously increase knowledge of OSHA standards that directly impact NRP operations, including seeking class/educational opportunities for items such as: 1926 Fall Protection (M), Scaffolds (L), Ladders/Stairway (X), Excavations (P), Silica, and Confined Space (AA).
  • Identify opportunities to network and develop professional relationships (safety councils, NHBA, ASSE, Framer’s Association, etc.).
  • Perform other duties as assigned.

SKILLS & ABILITIES

Education: Bachelor’s Degree (Occupational Safety, Industrial Hygiene or related a plus)

Experience: 3-5 years of documented experience with federal safety regulation in the construction field, including accident investigation experience. Strong knowledge of Federal, State and Local EPA, OSHA, etc. regulations.

Technical Skills: Experience with MS Word, Excel, Outlook and PowerPoint.

Driver’s License Required: Yes

Other Requirements:
  • OSHA 30 hour certification required
  • OSHA 500 preferred
