Program Manager Job Description:
The Contractor shall provide the management and functional support needed to manage all aspects of delivery of the CISOD support services defined in this requirement. Program management activities include, but are not limited to: transition planning, special project planning, resource management, quality assurance, risk management, status and problem reporting, and administrative support.
The Contractor shall ensure that all COR-approved projects under this requirement are executed following the concepts in the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) guide. For each project, the Contractor shall prepare a Project Management Plan describing the technical approach, organizational resources, risk management, communication management and other management controls to be employed to meet the cost, performance, and schedule requirements throughout task order execution.
Reporting
The Contractor shall provide reports on the full range of services required under this contract to the COR, the Program Managers, and the DHS Deputy CISO. In addition to progress reporting, the Contractor shall inform the designated Government DHS Program Managers and COR of any issues, problems, and recommendations for the overall efficient accomplishment of the contract and task order goals. Recommendations for actions that need to be taken by DHS staff, or other Contractors, shall be clearly defined and communicated to the responsible DHS party, and have identified dates for completion.
For special projects, the Contractor shall provide monthly project status reports focused on the successful accomplishment of major milestones/deliverables within the planned project schedule and costs. Project reporting shall also address any issues, problems, risks, or concerns that could negatively impact the project.
Status Reports
The Contractor shall submit a Monthly Status Report (MSR) no later than the 10th calendar day of each month for the preceding month’s activity. The report will delineate all ongoing activities and the progress towards the end results. The report will summarize the resource utilization and project run rate to the completion of the task order.
Additionally, the Contractor shall meet with the COR and any applicable personnel on a weekly basis in person to provide current status of projects and activities. The meeting should highlight any concerns, risks, or dependencies the government should be aware of.
All reports shall be submitted with a copy of the Contractor’s invoice. A copy should be provided to the Contracting Officer, Contract Specialist and the Contracting Officer Representative, as well as the Chief of Staff. This report shall include the detailed all contractor work accomplishments per task, names of staffing assigned and labor category, EOD approval status, an assessment of technical progress, schedule status, and any Contractor concerns or recommendations for the previous reporting period.
Within the first fifteen (15) days after award, the COR and the Contractor will design and agree on a standard reporting format for the Status Reports (weekly, monthly, and quarterly) to include the following information at a minimum:
* A cover letter with the Contractor’s name, address and telephone number, project manager’s name, the contract number, task order number, task order period of performance, task order award amount, the date of the report, the period covered by the report and date of submission;
The Project Manager shall provide weekly in-person or remote updates on all tasks in progress.
Progress Meetings
The Project Manager shall be responsible for keeping the COR informed about Contractor progress throughout the performance period of this contract and ensure Contractor activities are aligned with DHS objectives. At a minimum, the Project Manager shall review the status and results of Contractor performance with the COR on a quarterly basis by meeting in person or virtually on a weekly basis. Most meetings will take place at 455 Massachusetts Ave., NW, Washington, DC 20001.
Kick-Off Meeting
The Task Order Kick-Off Meeting will take place within five (5) days after the Post Award Orientation Meeting. The purpose of this meeting is for the Government and the Contractor to introduce team members, present their roles and responsibilities, provide an overview of the requirement based on the SOW and discuss any administrative matters. The Task Order COR will establish the time of the meeting and notify the appropriate Government and Contractor representatives. The meeting agenda will be prepared by the Government. The Kick-Off Meeting will be held at Transportation Security Administration (TSA) Headquarters (see SOW section 5.2a) or via teleconference.
Project Plan
The Contractor shall provide a draft Project Plan at the Post Award Conference for Government review and comment. The Contractor shall provide a final Project Plan to the COR not later than 10 business days after the Post Award Conference. Contractor shall update the project plan on weekly basis and review with the Government PM.
Monthly Status Reports
The Project Manager shall provide a monthly Status Report to the Contracting Officer, Government PM, and COR via electronic mail. This report shall include the detailed all contractor work accomplishments per task, names of staffing assigned and labor category, EOD approval status, an assessment of technical progress, schedule status, and any Contractor concerns or recommendations for the previous reporting period. The Monthly Status Reports are Due NLT the 15th of each calendar month.
a. Key accomplishments
b. Funding burn rates (Monthly Only)
c. Issues or key risks, including constraints (e.g., cost, schedule, etc.,) and assumptions, and planned responses for each
d. Status on previously identified issues, actions taken to mitigate the issue and/or progress made in rectifying the issue
e. Explanations for any open and ongoing issues, including possible solutions and any actions required of the Government and/or Contractor to resolve or mitigate any unresolved issue, including a plan and timeframe for resolution
f. Recommendations for changes or additional activities to ensure that the tasks overall meet CISO objectives
g. Work planned for the subsequent four (4) weeks (weekly status report only)
h. Open actions for both the Contractor and DHS with due dates and agreed upon priorities (High – impacts schedule if not completed on time; Medium – may impact schedule; Low – needs to be completed but not a critical path item)
Meetings
The Contractor shall support recurring status Meetings, Reviews, and Conferences by preparing and delivering Meeting Agendas, Meeting Minutes, Presentation Materials, and an Action Item List for each meeting, review and/or conference. The Contractor shall notify the Government of its readiness prior to the start of any meeting, review, and/or conference.
The following instructions are applicable to all meetings, reviews and/or conferences:
a) All meetings, reviews, and/or conferences will be held at DHS facilities in the Washington, DC metro area or via teleconference, unless directed otherwise by the Government. The Contractor shall propose a date for the meeting, review and/or conference for the Contracting Officer’s Representative (CORs) approval.
b) For all presentations, the Government reserves the right to revise the agenda and/or presentation materials. The Contractor shall provide appropriate Contractor personnel available to respond to Government questions. The Contractor shall prepare and deliver a summary of open, pending, and closed action items and presentation materials five (5) days prior to the start of each scheduled conference, meeting, and/or review.
c) The Contractor shall record and submit minutes. The Contractor shall track action items. Each assigned action item shall have a due date and responsible Government or Contractor person(s) assigned, who shall provide the status of the action at agreed upon intervals until the action is closed. In the event an action item cannot be closed promptly, a plan of action shall be developed for closure.
