Job Description

  • ONLY PERMANENT CITY EMPLOYEES IN THE STAFF ANALYST TITLE OR A COMPARABLE PERMANENT CIVIL SERVICE TITLE ARE ELIGIBLE TO APPLY.
NYC Financial Information Services Agency- Office of Payroll Administration (FISA-OPA) has initiated recruiting activities to hire a Staff Analyst for the Pay and Deductions Analysis (PDA) unit. The analyst will play a key role in facilitating various initiatives undertaken by the unit, serving as a liaison between FISA-OPA and all NYCAPS agencies.
FISA-OPA is tasked to manage payroll check and direct deposit distributions to all City of New York employees. To support this function, PDA unit monitors the check disbursements and acts as a liaison to report on uncashed checks to the City agencies. FISA-OPA ensures compliance with ordered deductions and collects and remits employee's voluntary deductions. The PDA unit supports in monitoring compliance and reports on all pay and deduction data to confirm its validity. As part of the fiduciary responsibilities, PDA assists in pay and deduction summary adjustments by collecting and validating information received from the agencies and verifying the responses against data entered in the system to ensure data integrity. In addition, PDA assists all Payroll Operations units in supporting their data needs by retrieving and comparing large amounts of Pay and Deduction data and assists in streamlining Payroll Operations processes to improve efficiency and accuracy by automating repetitive tasks performed by various units.
The Pay and Deduction Staff Analyst will:
  • Assist in disseminating notifications to agencies and tracking responses.
  • Assist in acknowledging, collecting, and securely storing responses received from agencies.
  • Assist in validating agency responses for their accuracy and completeness.
  • Assist in verifying the form data against system records to ensure data accuracy and integrity.
  • Assist in responding to requests by researching and analyzing data.
  • Support in running queries/reports in CHRMS and other software.
  • Assist in special projects as required.

Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
