Position Summary: The Office of Pupil Transportation is dedicated to ensuring that all eligible New York City students receive safe, clean, and timely transportation to and from school. We are dedicated to providing the students of New York City with safe, clean, dependable, efficient, cost-effective, and prompt transportation and are responsible for supporting the educational process through the provision of services that are essential for the education of children but which reside outside of the classroom.
OPT seeks to improve the safety, reliability, and timeliness of student bus transportation. In order to do this, OPT is focusing on four areas of operational investment to improve bus service. They encompass: enhancements to school bus routing, installation, and use of Global Positioning Systems/Automatic Vehicle Location (GPS/AVL) technology; development of business intelligence (BI) techniques and tools for business analysis and improvement; customer service and communication strategies which ensure that our technological improvements result in service improvements for students, parents, schools, bus contractors, and DOE operating units. The technology upgrades must be accompanied by investment in personnel who have the proper skills to integrate new systems with existing ones and transfer change into improvement.
The Systems Project Manager, OPT Illumination will have administrative oversight of OPT Illumination, and will manage day-to-day activities regarding the sub-projects and overall projection of the platform transformation. Performs related work.
Reports to: Manager, OPT Illumination
Direct Reports: N/A
Key Relationships: Relationships will be fostered with all levels of IT professionals both within the business units and throughout the DOE.
Responsibilities
  • Accountable for successful on-time delivery of modernization plans for the Illumination team, ensuring that stakeholders are properly engaged and are accountable for fulfilling their obligations to the program. The Project Manager acts as a bridge between directors and Information Technology unit to facilitate the rollout of equipment and software to support OPT Illumination.
  • Has administrative oversight of the OPT Illumination program, geared toward moving OPT’s technological platform.
  • Serves as part of an overall group who have significant input within the OPT illumination project as well as significant program impact regarding the direction of the program.
  • Develops strategic goals and objectives as they relate to the implementation of OPT Illumination while working with the Regional Directors in identifying targets for operational improvement. Modifies and implements policies, procedures, and strategies for Illumination planning related to operational enhancements.
  • Manages day-to-day activities regarding the sub-projects and overall projection of the platform transformation.
  • Coordinates multiple high-level business case proposals, business case development, requirements documentation, test plan development, and deployment plan assistance, and has significant input on the end results of proposals, taking into consideration what would be most technologically savvy, as well as the financial and operational impact on the overall organization.
  • Sets, modifies, and implements policies related to technological platforms. Manages expected results, making changes as needed to focus on end user demands.
  • Ensures that resources are utilized appropriately on projects related to the transformation of the Information Technology platform.
  • Coordinates project schedules, activities, meetings, and outputs to ensure that the scope and responsibilities of the group are aligned with the upgrades of the technology required. Identifies and resolves project issues and ensures that all project phases are documented appropriately.
  • Manages stakeholder communications in conjunction with OPT’s executive management.
  • Serves as the point person between end users and the IT team, ensuring that the needs of end users are at the forefront of the project.
  • Manages quality testing of computerized systems and coordinates feasibility studies; analyses and improves processes regarding improved services and deliverables.
  • Acts as a subject matter expert resource and mentor to the OPT team.
  • Oversees business process redesign, identifies business opportunities, and manages project status reports in order to come to conclusions regarding the avenue of deployment for various phases of Illumination.
  • Has significant input in policy decisions regarding the Illumination rollout. Makes determinations of new or changes to existing policy based on the level and speed of platform upgrades.
Qualification RequirementsMinimum
  • A master's degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks; at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, database administration, or planning of data processing or in the supervision of staff performing these duties; or
  • A baccalaureate degree from an accredited college and four years of experience as described in "1" above; or
  • A four-year high school diploma or its educational equivalent approved by a State’s department of education or recognized accrediting organization and six years of experience as described in "1" above; or
  • A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State’s department of education or recognized accrediting organization and must possess at least three years of experience as described in "1" above, including the 18 months of administrative, managerial, executive or supervisory experience as described in "1" above.
NOTE: The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.
Preferred
  • Five or more years of broad business or government experience in a Communication’s/Media and/or Project Lead role.
  • Knowledge of emerging technology, with a desire to continuously conduct research to learn new things.
  • Five or more years of broad business or government experience in a Project Manager role.
  • Participation in a diversified range of successful projects.
  • Experience in the logistics, transportation, and/or education industry.
Salary: $81,361 - $89,497
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
