NYC Department of Social Services is Hiring a SENIOR DIRECTOR APS HOUSING Near Manhattan, NY

Adult Protective Services (APS) is mandated by the State of New York to provide social, legal and protective services to individuals 18 years of age and older, who because of mental or physical impairments are unable to meet their essential needs for food, shelter, clothing, or medical care, secure benefits and entitlements or protect themselves from physical or mental injury, neglect, maltreatment, or financial exploitation; are in need of protection from actual or threatened harm, neglect or hazardous coordination; and have no one available who is willing and able to assist them responsibly.
APS is recruiting for one (1) Administrative Community Relations Specialist NM II to function as Senior Director APS Housing.
The Senior Director APS Housing provides managerial oversight to the Eviction Screening Unit, Housing Specialists, Housing Court Liaisons, Court Ordered Payments, Quorum Responses Process, Special Projects, and the Repatriation and Emergency Assistance Program (REAP). The Senior Director enforces accountability and control over staff and provides direction that supports the production of consistent and quality work to achieve program goals.
The Senior Director will work on conceptualizing different projects, analyzing data and providing feedback to enhance service delivery for APS.
Provides administrative oversight to the overall operations of the Repatriation and Emergency Assistance Program (REAP), Eviction Screening Unit, Special Projects, Quorum Responses Process, Court Ordered Payments, Housing Specialists and Housing Court Liaisons. Maintains communication with and among the units, conveys new policy initiatives, agency procedures and provides direction that supports the production of consistent and quality work. Meets regularly with subordinate staff and with the Deputy Commissioner when needed.
Works with the Director of Special Projects on projects as requested by the Deputy Commissioner. These projects are aimed to enhance APS service delivery to our vulnerable adults.
Maintains communication with HRA Office of Legal Affairs, Guardians ad Litem and other payees about the payments as they relate to the Court Ordered Payment Process. Reviews payment rejections when the requests do not meet the required standards for approval. Maintains communication with the Housing Specialists and the Housing Court Liaisons; conveys new policy initiatives, agency procedures and provides direction that supports the production of consistent and quality work. Reviews housing packets to confirm potential eligibility for rental supplements; generates reports regarding current clients. Develops and maintains controls to ensure service provision to all referrals sent to the APS Housing unit are documented. Maintains accurate daily logs, records and databases which reflect monthly reports, outcomes and statistics. Creates/reviews protocols, procedures, and workflows for the different program areas. Creates and maintains consistent communication between APS staff and appropriate collaborating agencies; liaises with other DHS-DSS-HRA programs and CBOs.
APPLICANT MUST BE PERMANENT IN THE ADMINISTRATIVE COMMUNITY RELATIONS SPECIALIST OR HAVE PASSED THE OPEN ADMINISTRATIVE COMMUNITY RELATIONS SPECIALIST Exam (#1120) WITH A SCORE OF 100.

Minimum Qualifications
  • A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
  • A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or
  • Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational
equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in "1" above.

  • Ability to critically assess operational issues - Working experience with APS and providing services to high-risk population. - Strong interpersonal skills: effective and creative leadership ability with the capacity to work both independently and cooperatively to effect key strategies. - Excellent verbal and written communication and presentation skills. - Ability to work independently and within a fast-paced environment. - Working knowledge of HRA systems including APSNet, WMS, HRA Viewer and Lexis-Nexis.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
