Administrative Analyst Trainee 1: A bachelor's or higher degree.
Administrative Analyst Trainee 2: A bachelor's degree and one year of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates must be reachable for appointment on the current Civil Service Eligible List, Professional Careers Opportunity (PCO) or OPWDD's Central Office Public Administration Traineeship Transition (PATT). Appointment will be made at the traineeship level.
The position may be filled at the Administrative Analyst Trainee 1 level equated to SG-13, ($49,363), Administrative Analyst Trainee 2 level equated to SG-14 ($52,198) or full performance Senior Administrative Analyst SG-18 ($65,001), based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Senior Administrative Analyst SG-18 following the successful completion of the traineeship.
REASSIGNMENT QUALIFICATIONS:
Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Senior Administrative Analyst. If you have less than one year, you must be currently reachable on the eligible list.

55 B/C QUALIFICATIONS:

Duties DescriptionThe New York State Office for People With Developmental Disabilities (OPWDD) operates six Developmental Disabilities State Operations Offices (DDSOO) throughout the state. Each DDSOO is responsible for the direct provision of state-operated, person-centered services, supports and advocacy for individuals with developmental disabilities. The Bureau of State Operations Planning and Quality Improvement within the subdivision of State Operations, is responsible for overseeing the ongoing development of consistent statewide standards of practice, training, and Medicaid compliance in the six DDSOOs. Under the direction of the Associate Commissioner for State Operations and the Director of State Operations Planning and Quality Improvement, the Senior Administrative Analyst will serve as a SharePoint developer and will perform professional, administrative, and technical duties to promote the planning, development, implementation, operation, and evaluation of programs.
The Bureau of State Operations Planning of Quality Improvement supports the six DDSOO Directors in establishing statewide policies that assure the compliance and quality of service outcomes across the state. The Senior Administrative Analyst will report to the Bureau's lead developer (Program Operations Specialist 3) and will be responsible for supporting new and existing SharePoint sites and data collection tools.
PRIMARY DUTIES AND RESPONSIBILITIES:
As a State Operations SharePoint developer, the Senior Administrative Analyst's responsibilities may include but are not limited to, the following:
  • Designing new applications based on business requirements
  • Application testing
  • Collaborating with State Operations and ITS staff
  • Designing and developing SharePoint sites
  • Automating business processes and data integration through Power Automate
  • Providing user support
  • Analyze business requirements and design new applications based on the results
  • Other duties as assigned
