About The RoleThe Human Resources Manager serves as the initial point of contact for licensed employees' issues and inquiries related to licensure, evaluation, probationary periods, and employment issues. The HR Manager tracks and maintains all personnel-related records, prepares local, state, and federal reports, assumes responsibility for the day-to-day operations of the Human Resources Department for employees, researches and prepares information for use during collective bargaining, and supports the Senior Director of Human Resources. Licensed employees include all OPTA, OPTAA, OPESP, and SEIU members as well as administrators and staff considered as educational support personnel according to the Illinois School Code. Essential Role ResponsibilitiesOnboarding
  • Performs extensive and complex processing of employee records related to all employment processes while complying with all District, State, and Federal regulations, and collective bargaining agreements.
  • Stays abreast of HR operations and activities, collective bargaining agreements, employment-related laws and regulations, and District personnel and payroll policies.
  • Collaborates with the HR team in applying applicable knowledge in optimizing HR's systems in an effort to best support the district and staff.
  • Collaborates with the Senior Director of HR to ensure district vacancies are posted and up-to-date, in addition to creating recruitment materials for various events, websites, and publications.
  • Prepares employment documents for new employees.
  • Processes all employment paperwork, ensuring candidates are properly onboarded and provided a welcoming experience.
  • Prepares contracts and salary letters for certified staff.
  • Utilizes knowledge of laws, union contracts, and district policies to provide exceptional customer service and legally compliant hiring processes.
  • Assists in the preparation of the annual work calendars for each employee category.
  • Coordinates with administration the list of staff to be recalled to employment. Prepare documents for recall with assignments, pay rates, hours, and workdays.
  • Ensures employee information is entered accurately and timely, communicating regularly with other departments and anticipated supervisor/s.
  • Maintains a system for personnel records to provide a comprehensive, efficient, accurate, and current record of all matters pertinent to employment, probationary status, transfer retirement, leaves, promotion, and all other actions.
Records and Reporting
  • Enters new employee information, maintains Human Resource Information System records and compiles reports from the database as needed.
  • Maintains records for longevity and retirement bonuses.
  • Assist in the collection, recording, reporting, and preparation of documents and data.
  • Prepares reduction in force lists and related materials pertinent to the implementation, review, and effectuation of reductions in force and bargaining reductions in force.
  • Maintains and updates all seniority lists and recall lists.
  • Participates in the maintenance of personnel files for all employees in compliance with contractual and legal requirements.
  • Assists in the preparation of the personnel report for Board of Education Meetings.
  • Prepares state and federal reports as directed.
  • Process employee status change requests, contract adjustments, and resignation/termination paperwork for all employees and support services where human resources services are provided.
  • Prepares personnel-related reports for the district's union's and other departments as needed.
  • Maintain the district's list of current contracts for all district employees (union and non-union), including certified, non-certified, administrators and consultants.
  • Maintains the district's current file of job descriptions and participates in their review at least annually. When needed, support the revision process, updating the job description file appropriately.
  • Act as liaison for payroll for all staff
Other Human Capital Processes
  • Processes unemployment claims, prepares documentation for unemployment hearings, and responds to requests for information related to unemployment.
  • Maintains and completes paperwork for unemployment claims against the district.
  • Supports TRS and IMRF data entry and compliance.
  • Assumes other duties as assigned.

Candidate Qualifications Preferred
  • Bachelor's Degree or higher in human resources or related field
  • Two years related experience
  • Professional in human resources certification (PHR designation or HR certification)
  • Experience working in an educational setting
  • Experience working with school ERP Pro-Tyler Technologies HRIS system, Frontline, e-Verify, and Verifent
Physical RequirementsThis position requires the performance of light work—which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently to move objects. The position includes close visual acuity, frequent talking, hearing, walking and standing, occasional lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching and/or crawling and significant fine finger dexterity.
