OCT Consulting LLC is Hiring a (0020) Contract Specialist Near Washington, DC

0020-Contract Specialist (this is a hybrid position)

OCT Consulting is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

We currently have openings for Acquisition Professionals with a specialization or expertise in drafting pre-award documentation. You should have at least eight (8) years of Contract Specialist (or) Contracting and Procurement (1102) experience. In addition to an expertise in contract specialist activities, we are looking for experts in crafting all manner of pre-award documents related to the acquisitions arena. These documents may include Statement of Work (SOW), Performance Work Statement (PWS), source selection documents, and other acquisition-related documents. Experience supporting an acquisition office in the Contract and Procurement Series, 1102 is preferred. The experience can be either as a federal government employee or as a contractor supporting a Federal or combination of both. Specific responsibilities will include but are not limited to:

Duties include but are not limited to:

  • Responsible for creating, editing, and maintaining technical documentation related to acquisitions processes, contracts, and procurement activities. Collaborates with acquisition professionals, subject matter experts, and stakeholders to produce accurate, clear, and compliant documentation
  • Research and gather information on acquisitions processes, contract requirements, and procurement regulations.
  • Develop, review, and revise technical documents such as request for proposals (RFPs), statements of work (SOWs), source selection documentation, and other acquisition-related content.
  • Collaborate with acquisition specialists, program managers, and other stakeholders to obtain relevant information and verify the accuracy of documentation.
  • Organize and present complex technical and contractual information in a clear and concise manner.

Qualifications

  • At least eight (8) years of full-spectrum federal contract experience, with at least four (4) years preparing draft pre-award documents to include PWS, SOW, IGCE, Market Research, etc.
  • Bachelor's degree in a relevant field such as Business, Acquisition Management, or a related discipline (or equivalent work experience).
  • Demonstrated experience in technical writing with a focus on acquisitions, contracts, or procurement-related documentation.
  • Familiarity with federal acquisition regulations (FAR), contracting procedures, and procurement processes.
  • Proficiency in using software tools for document creation, collaboration, and formatting, such as Microsoft Word, Excel, and SharePoint.
  • Strong writing and editing skills, with the ability to convey complex contractual information clearly and accurately.
  • Attention to detail, accuracy, and adherence to project timelines.
  • Effective communication skills and ability to work collaboratively with subject matter experts, acquisition professionals, and stakeholders.
  • Acquisition certification is highly preferred (i.e., FAC-C, DAWIA certification, Industry Certification certifications will also be considered)
  • Must have knowledge of contract support that includes:
    • Market Research/Pre-solicitation activities
    • Solicitation Phase activities
    • Post Award Contract Administration Phase activities
    • Closeout Phase activities
  • Must be able to obtain or retain a Public Trust clearance.
    • The investigation will involve a credit, fingerprint, and law enforcement agency check
  • Must be a US Citizen
