JOB DESCRIPTION
JOB TITLE:
RELIABILITY ENGINEER
DEPARTMENT:
MAINTENANCE DEPARTMENT
REPORTS TO:
MAINTENANCE MANAGER
BASIC FUNCTIONS:
Provide expertise to improve reliability of equipment, maintainability of systems and develop processes to increase mean time between failures in order to operate the facility at peak operating efficiency on a 24-hour basis and reduce maintenance expenses.
RESPONSIBILITIES:
1. Review and audit departmental procedures and practices of performing periodic inspection of equipment and revise procedures to improve effectiveness of inspection process.
2. Review all PM and inspection reports completed by maintenance personnel and third party inspectors. Interpret and provide recommendations of planned outages to correct potential failures.
3. Review project books at the completion of new installation and provide recommendation on new inspection process. Include equipment on appropriate inspection process and schedule.
4. Participates in weekly departmental planning and scheduling meeting. Provide schedule of “in service” inspection and “out of service” inspection of equipment.
5. Develop inspection schedule of each piece and type of equipment in the facility and correspond each equipment to an approved inspection procedure and method.
6. Oversee mechanical integrity program with respect to internal and external tank inspections, pipe inspections, pressure vessels, rotating equipment, and pressure and vacuum relief devices.
7. Develop, implement, and oversee annual Planned Maintenance Turnaround (PMT) program identifying equipment being PM and overhauled, scheduling meetings between all departments prior, during, and after, along with contractors, and delegating responsibility of person in charge of particular equipment outage.
8. Participate in interdepartmental meetings regarding Process Hazard Analysis (PHA), Management of Change (MOC) process, and Route Cause Analysis (RCA) process.
9. Participate in internal audits, regulatory audits, customer audits, and certification audits by meeting and reviewing inspection procedures and records with auditor, and correcting any deficiencies noted.
10. Develop and maintain equipment hierarchy and asset identification of field equipment, instrumentation, spare equipment inventory, critical equipment, and integrity equipment for Computer Maintenance Management System (CMMS) and Risk Based Mechanical Integrity (RBMI) programs and data bases. Confirm equipment assets match P&IDs.
11. Develop the business blue print concepts for the various types of process flows for periodic maintenance, corrective maintenance, and time based inspections, risk based inspections, preventative maintenance, planning & scheduling, and reports for a Computer Maintenance Management System (CMMS).
12. Perform other job related duties as assigned.

EDUCATION/EXPERIENCE REQUIRED:
BS degree in Engineering
At least three (3) years experience as practicing engineer
Experience in reliability practices, mechanical integrity and predictive/ preventative maintenance
