Office of Federal Contract Compliance Programs is Hiring a DIRECTOR OF PROGRAM OPERATIONS Near Washington, DC

Qualifications:

Candidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the federal service).

To qualify for this position, all applicants must write a narrative in the spaces provided detailing accomplishments that would satisfy each of the ECQs and MTQs. You must address each ECQ and MTQ separately. If you fail to do so, your application will be rated ineligible.

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): In writing your responses to the Executive Core Qualifications (ECQs), your narrative must address each ECQ separately. Each ECQ should contain at least two examples describing your experiences and accomplishments/results. NARRATIVE RESPONSES TO ECQS MUST NOT EXCEED 10 SINGLE-SPACED PAGES. Inherent to this ECQ is the ability to establish an organizational vision and implement it in a continuously changing environment.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR NARRATIVE RESPONSES TO ONE (1) SINGLE-SPACED PAGE PER EACH MTQ WITH A FONT SIZE NO SMALLER THAN POINT 12.

1. Knowledge and understanding of Executive Order 11246, Section 503 of the Rehabilitation Act of 1973 and the Vietnam Era Veterans' Readjustment Assistance Act of 1974, and their implementing regulations.

2. Demonstrated ability to manage a quality assurance and program evaluation system that supports field operations by ensuring quality, consistency and program effectiveness of field activities.

3. Demonstrated ability to provide strategic program planning, management and execution of program resources, and strategic implementation plans to ensure that operating plans and program results are achieved.

Responsibilities:

The Director, Division of Program Operations is responsible for planning, directing and coordinating program operations across the nation to approximately 600 compliance personnel. The incumbent and the Division he/she directs is staffed by about 40 employees, representing the hub of OFCCP program operations to include policy implementation, expert statistical analysis, strategic and performance management planning, management of the OFCCP's case management system: quality assurance program, and OFCCP's Functional Affirmative Action Program.

The incumbent must:

• Plan and establish annual objectives and priorities for the Division of Program Operations.
• Plan, direct, and oversee the development of standards, criteria, program directives and guidelines for multiple operational areas, and provides technical assistance to the field in their implementation and application.
• Direct, oversee, and advise the OFCCP Director on the status and progress of contract compliance activities as reflected in operational reports and agency wide data systems, and from dialog with OFCCP field personnel.
• Oversee the conduct of appeal reviews (Requests for Reconsideration) of (field)Executive Order 11246 and VEVRAA complaint determinations and recommends determinations for signature by the Director of OFCCP.
• Plan and develop program and technical materials used for training purposes within OFCCP and for familiarizing contractors, protected groups and special/public interest groups about contract compliance, policy, practices, and procedures.
• Review performance evaluations, make or approve staff selections, determine training and development needs, and perform other managerial functions with respect to the Division staff.
