Office of Intelligence and Analysis (DHS) is Hiring an Intelligence Operations Specialist GS-0132-12/13 Near Washington, DC

JOB SUMMARY: This position is located in the Deputy Under Secretary for Intelligence Enterprise Operations (DUSIEO), Executive Support Operations Branch, Controlled Access Programs Management Office (CAPMO). The incumbent is responsible for being an intelligence officer administering Controlled Access Programs (CAPs) throughout the Department. The incumbent must have demonstrated experience with data policy regarding the dissemination and safeguarding of classified information in accordance with ODNI and Data Owner policies. The incumbent must also have experience functioning as an action officer within a multi-disciplinary team that works to identify and represent DHS information needs to ODNI and IC partners

DUTIES INCLUDE:

  • Handles complex and sensitive intelligence activities involving a centrally managed Department-level program that supports all HQ and Component elements.
  • Administers a diverse range of programs, operations, and policies related to CAPs that impact all Homeland Security intelligence mission areas.
  • Identifies and researches requirements, directives, intelligence databases, and various ancillary sources to gather and disseminate intelligence information in support of ongoing or emerging intelligence program or project requirements.
  • Applies subject matter expertise to identify intelligence needs for a wide range of DHS customers, to include the Secretary of Homeland Security.
  • Applies technical judgment to recommend approval or denial of personnel access requests to sensitive programs.
  • Represents DHS mission priorities and information needs when Interfacing with ODNI and IC partners on access requests and program development.
  • Assists in developing internal policy and procedures regarding the management and administration of CAPs throughout DHS.
  • Prepares and presents sensitive briefings for DHS personnel, to include senior leadership.
  • Coordinates and administers indoctrination briefings and non-disclosure agreements with DHS personnel.
  • Conducts inspections of DHS sensitive intelligence facilities in coordination with IC partners and the DHS Office of the Chief Security Officer to audit records and ensure physical, personnel, and information security aspects are being executed in accordance with DHS and other applicable policies.
  • Interfaces and conducts training with IC partners and DHS Component Intelligence Program Control Officers in ensuring the day-to-day management and administration of assigned CAPs in accordance with ODNI, Data Owner, and DHS policies.
  • Conducts reviews of security or safeguarding incidents involving sensitive material and makes recommendations for action to senior staff.
  • Performs other duties as assigned.

KEY REQUIREMENTS: ·

  • Must be a U.S. Citizen
  • Must be able to obtain/maintain a TOP SECRET/SCI Security Clearance
  • Overtime may be required in response to a significant event
  • Overnight Travel of 1-5 nights per month may be required
  • Incumbent is subject to pre-employment and random drug testing

QUALIFICATIONS AND EVALUATIONS:

To qualify for the GS-13 level, the candidate must possess at least one year of specialized experience, equivalent at the GS-12 level in the Federal service, or comparable experience not gained through the Federal service; candidates must possess certain knowledge, skills, abilities, or other characteristics to successfully perform the functions of this position.

The competencies or knowledge, skills, and abilities needed to perform this job at the GS-13 level include:

  • Expert knowledge of DHS I&A Homeland Security intelligence mission and the role intelligence plays in the relationship between I&A, the DHS Components, and the IC.
  • Demonstrated experience in developing policy and procedures to support data management initiatives.
  • Demonstrated experience working on complex projects and assignments, including at the Departmental or other equivalent level, with favorable results.
  • Expert knowledge of IC databases and platforms.
  • Experience in briefing DHS senior leadership.
  • Experience representing DHS information needs when interfacing with ODNI and IC partners.
  • Experience serving as an Action Officer.
  • Experience working in an intelligence operations center or other similar fast paced environment.

To qualify for the GS-12 level, the candidate must possess at least one year of specialized experience, equivalent at the GS-11 level in the Federal service, or comparable experience not gained through federal service; candidates must possess certain knowledge, skills, abilities, or other characteristics to successfully perform the functions of this position.

The competencies or knowledge, skills, and abilities needed to perform this job at the GS-12 level include:

  • Knowledge of DHS I&A Homeland Security intelligence mission and the role intelligence plays in the relationship between I&A, the DHS Components, and the IC.
  • Knowledge or experience in developing policy and procedures to support data management initiatives.
  • Experience interfacing with IC partners and DHS senior leadership.
  • Knowledge of ODNI and Data Owner policies regarding the management, administration, and safeguarding of classified information.
  • Experience serving as an Action Officer.
  • Experience working in an intelligence operations center or other fast paced environment.

Substitution of education in lieu of specialized experience may not be used for this grade level.
