Description

GENERAL DESCRIPTION
The Office of the Attorney General is a dynamic organization with over 4,000 employees throughout the State of Texas. The Manager role leads a team that is accountable for all activities associated with managing relationships with technology vendors, financial reporting, and state and federal reporting. Work involves coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; monitoring budget expenditures and forecasting; and reporting. This role will be responsible for determining current and future IT financial needs based on business direction and agency goals and further develop and maintain cost of ownership of IT initiatives, products, and services.

ESSENTIAL POSITION FUNCTIONS
Manages day-to-day activities of Child Support (CS) software asset management staff. Directs program activities and/or business functions within CS IT Finance Operations and Vendor Management department. Develops and implements techniques for evaluating program activities and/or business functions and identifies need for changes. Develops and establishes goals and objectives consistent with the agency’s strategic plan.
Develops, reviews, and approves budgets, forecasts, and major expenditures; ensures requirements of funding sources are met. Works with other business areas within the organization to ensure vendor performance meets contractual obligations including but not limited to invoice validation, requisitioning, managing inventory, tracking and software compliance.
Develops policies, procedures, and guidelines; and implements and monitors compliance. Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities. Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
Coordinates and participates in agency activities related to the legislative appropriations. Reviews and prepares reports on newly enacted laws and pending state and federal legislation. Prepares and reviews report summaries of hearings. Responsible for State and Federal mandated reporting including but not limited to BOP, LAR, QAT, IRDR, APDU, and monthly reporting requirements.
Reviews and approves management, productivity, and financial, state, and federal reports and studies. Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance. May develop or assist with developing long-range and short-term plans.
May lead, mentor and train others

Attends work regularly in compliance with agreed-upon work schedule. Telework schedules are permitted for employees based on the agency’s approved Telework Plan (if schedule does not adversely affect operations and service levels, and standard hours of operation are maintained).
Ensures security and confidentiality of sensitive and/or protected information
Complies with all agency policies and procedures, including those pertaining to ethics and integrity

Qualifications

MINIMUM QUALIFICATIONS
Education: Graduation from high school or equivalent
Education: Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: business analysis, computer system support, information technology, financial management, management of technical team, or project/program management.
Experience: Six years of full-time experience working in the following (or closely related) fields: business analysis, computer system support, information technology, financial management, management of technical team, or project/program management.
Experience with a problem ticketing system, such as BMC Remedy or Service Now
Experience with supervision of a technical or project team
Experience in IT Contract administration and management
Experience with Shared Services support environments including process experience such as ITIL, governance, collaboration, vendor management, technology standards, strategy, and policy development.
Experience in developing RFO scope of work, evaluating proposals, and implementing new contracts throughout the STS procurement process.
Knowledge of IT infrastructure, software development lifecycles, agile project management, change management, or technology operations
Knowledge of mainstream; emerging technologies associated to IaaS, PaaS and SaaS including competencies such as architecture design, disaster recovery, backup, security, networking, operating and database system management.
Knowledge of IT Service Management strategies and best practice
Knowledge of local, state, and federal laws and regulations relevant to a business function, division, or department; and the principles and practices of public administration and management.
Knowledge of portfolio, program, or project management
Knowledge of strategy, business operations, and budgetary analysis as it relates to business operations in programs
Skill with the Microsoft Suite
Skill in handling multiple tasks, prioritizing, and meeting deadlines
Skill in effective oral and written communication
Skill in exercising sound judgment and effective decision making
Ability to attain Certified Texas Contract Manager (CTCM) certification within one (1) year of employment.
Ability to receive and respond positively to constructive feedback
Ability to work cooperatively with others in a professional environment
Ability to analyze complex information and develop plans; to interpret complex data; to effectively demonstrate negotiation and facilitation skills.
Ability to work in person at an OAG work location, if needed
Ability to arrange for personal transportation for business-related travel, if needed
Ability to work more than 40 hours as needed and in compliance with the FLSA
Ability to lift and relocate 10 lbs.
Ability to travel up to 5%
PREFERRED QUALIFICATIONS
Certified as a Certified Texas Contract Manager (CTCM)
Experience with Texas legislative reporting such as Biennial Operating Plan (BOP), Information Resource Deployment Review (IRDR) and Legislative Appropriation Requests (LAR)
Knowledge of state of Texas procurement laws, regulations, procedures, and contract management guidelines.
