BRIEF DESCRIPTION OF DUTIES: This position is located in the Office of the Chief Financial Officer (OCFO), Education Cluster (EC); University of the District of Columbia (UDC). The incumbent is responsible for overseeing all financial student account activities and supervising the day-to-day operation of student accounts. Duties include, but are not limited to: directing the formulation and implementation of university policy and procedures related to registration and all financial student arrangements; overseeing the preparation, interpretation and analysis of financial reports; overseeing a range of financial services to students including formulating, coordinating and distributing comprehensive tuition and fee structures; providing advice on designing, developing, and implementing accounting procedures; ensuring compliance with Bankruptcy Law, federal regulations (including the Consumer Credit Card Protection Act), and relevant case law; designing, compiling, and presenting analytical reports to senior management; serving as an expert to assist in the design and implementation of new systems; overseeing the analysis and making necessary revisions, improvements, and adjustments through maintaining and controlling accounting disbursement records and databases; acting as the certification officer for payment vouchers and ensuring accurate posting of commitments, obligations, disbursements, and collections; overseeing the development of audit programs; and conducting periodic financial and compliance audits and making recommendations as needed. Perform other related duties as assigned.Five (5) years of progressive work experience performing related duties and responsibilities such as: overseeing the planning, direction, and timely execution of financial services related to student accounts, bursar’s office, or higher education; ensuring compliance with all applicable financial regulations and reporting requirements; preparing correspondence, reports, graphs and charts to effectively present findings and recommendations; and utilizing Microsoft Office (e.g., Outlook, PowerPoint, Excel, and Word) and related database applications to retrieve information. Experience in a university environment and strong Banner Finance/Accounts Receivable or similar ERP systems preferred. Incumbent must have at least one (1) year of work experience supervising lower-level staff.Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.
