This Public Notice is to gather applications which may or may not result in a referral or selection.
This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905 of Title 5, U.S.C., USD (P&R) Memo "Direct Hire Authority for Certain Personnel of the Department of Defense," June 23, 2023, Per 3, Covered Positions e.
Please read this Public Notice in its entirety prior to submitting your application for consideration.Incumbents Typical Work Assignments May Include The Following:
  • Serve as the senior technical and policy advisor to the Assistant Secretary of Defense for Nuclear, Chemical, and Biological Defense Programs (ASD(NCB)), Deputy Assistant Secretary of Defense for Nuclear Matters (DASD(NM)), and other relevant Department of Defense (DoD) stakeholders for cooperation with other nations on the military applications of atomic energy under the Atomic Energy Act (AEA).
  • Directly support ASD(NCB) in his/her role as Vice Chair for Safety, Security, and Survivability of the North Atlantic Treaty Organization's (NATO) High-Level Group--the senior advisory body to NATO's Nuclear Planning Group (NPG)--to include serving as the technical and policy advisor to ASD(NCB) on NATO Nuclear Consultation, Command, and Control (NC3) and overseeing the activities of NATO's NC3 Management Group and Nuclear Operations Management Group.
  • Lead NATO's High-Level View engagements to ensure cross-coordination among NATO's various management groups involved in implementing NPG decisions regarding NATO's nuclear deterrent and to provide NATO Allies with appropriate insight regarding how such decisions are implemented.
  • Manage and coordinate DoD activities related to the 1958 U.S.-United Kingdom Mutual Defense Agreement (MDA) and the 1961 U.S.-France MDA under the AEA, to include coordinating the release of special information and representing the U.S. and DoD in MDA structures and policies.
  • Serve as the NCB lead for relevant coordination and implementation of the Australia-United States-United Kingdom Follow-on Nuclear Agreement (AUKUS FONA).
  • Develop DoD policies and procedures on matters regarding U.S. nuclear weapons accident/incident response and coordinate with other DoD components, U.S. Government agencies, and Allies and partners on nuclear accident/incident exercises.
  • Serve as principal DoD liaison among DoD components, the U.S. interagency, and Allies and partners for collaboration on programs that involve the U.S. nuclear enterprise and foreign partners.

  • This position may require travel away from your normal duty station on military or commercial aircraft.
  • This position is telework eligible on a situational basis.

You may qualify at the NH-04 (GS-14/15 equivalent) level, if you fulfill the following qualification requirement:One Year Of Specialized Experience Equivalent To The GS-13 Grade Level In The Federal Service (experience May Have Been Gained In The Private Sector) That Demonstrates Your Ability To:
  • Executes nuclear modernization and sustainment using strategic deterrence and incident/accident response policies for US nuclear weapons programs.
  • Manages nuclear weapons through NATO organizations and processes and Allied operations.
  • Utilizing strategic and tactical planning to propose innovative solutions, considering through the Planning, Programming, Budgeting, and Execution process.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position requires a Program Management - Practitioner acquisition certification. The incumbent has 60 months to achieve this certification.
Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.Other priority consideration programs will continue under their current operating procedures.
